About The Position

The Manager International Accounting is responsible for all Foreign Postal Administration (FPAs) financial transaction activities including master data in related systems, quarterly and annual billing cycles, accounts receivables, payables, account settlement, collections, dispute resolution, accruals and working papers. Ensures all accounting activity complies with Universal Postal Union (UPU) rules and regulations or applicable bi-lateral agreements with specific countries. The Manager develops and implements resolution strategies in collaboration with International Relations team for international financial settlement disputes between administrations. The Manager acts as the corporate focal point for international settlements and transactional accounting issues.

Requirements

  • Accounting Designation (CPA, CA, CMA, CGA)
  • Completion of post-secondary degree in Commerce or Business
  • 3 to 5 years of relevant functional experience
  • 2 or more years’ experience managing people
  • Proficient computer skills and competent with Microsoft Office programs
  • Excellent team building and leadership skills and experience
  • Sound organizational, analytical, judgment and decision-making skills with proven abilities in problem solving
  • Strong interpersonal skills with an ability to build and maintain relationships
  • Strong oral and written communication skills

Responsibilities

  • Manages the set-up, monitoring and maintenance of international accounting master data in the International Postal System (IPS) and SAP. Reviews and approves reconciliations of data integrity between IPS and SAP and ensures resolution of outstanding issues.
  • Manages the annual billing and expenses across 200 Foreign Postal Administration accounts.
  • Manages the development and implementation of Order to Cash policies and procedures for international financial settlements ensuring operational control and adherence to Corporate and international operating standards, regulations and guidelines. Monitors adherence and approvals for internal controls (ICFR) assigned to International Accounting team.
  • Develops and implements resolution strategies for international financial settlement issues between CPC and other postal administrations. Is a key member of the negotiations team to resolve disputes between CPC and other postal administrations.
  • Works with the Statistical Sampling team to issue quarterly and annual sampling data to the appropriate Foreign Postal Administrations who use sampling data in the billing of terminal dues.
  • Interprets, explains and applies policies, regulations and procedures covering the Universal Postal Union (UPU) and bilateral agreements and ensures consistent application. Reviews new UPU bilateral policies and regulations, assesses impact and implements changes based on new Acts and Regulations. Provides recommendations for future Canada Post policy to various groups within Canada Post (International Relations, Finance Decision Support, Process Owner, International Claims, and International Transportation).
  • Identifies, recommends and implements continuous process improvement opportunities for International Accounting.
  • Reviews and approves assigned international accounts working papers for the Year End external audit and recommends to the Director.
  • Meets monthly with Finance Decision Support to review International Settlement accruals and resolve outstanding issues. Ensures accruals are reviewed and completed on a timely basis.
