About The Position

Worley is seeking a practical, field-focused Deputy HSE Manager to support our Canada Construction business. This role acts as the second-in-command to the HSE Manager and helps translate HSE expectations into clear, disciplined execution across construction projects and active work fronts. You will work closely with project leaders, construction managers, supervisors, contractors and HSE Advisors to ensure work is planned, risks are understood, critical controls are verified, and teams have the support needed to deliver safely and effectively. This role requires a strategic leader who can anticipate risk, influence project outcomes, build high-performing teams, and drive a proactive safety culture across multiple construction environments. The successful candidate will be agile, resilient, and motivated by continuous improvement, operational excellence, and visible field leadership.

Requirements

Degree, diploma, certificate or equivalent qualification in occupational health and safety, environmental management, construction management, engineering or a related discipline; equivalent experience will be considered.
Ideally 10 or more years of HSE experience, including construction, field execution, contractor management, supervisory or project experience.
Experience supporting construction, fabrication, module yard, maintenance, turnaround, EPC, EPCM or industrial project environments.
Professional designation or certification is preferred, such as CRSP, CSP, NCSO, CHSC, NEBOSH, ISO 45001/14001 auditor training, or regional equivalent.
Strong knowledge of field risk management, contractor HSE management, control of work, incident investigation, assurance, emergency response, regulatory compliance and action closeout.
Canadian construction experience and familiarity with provincial occupational health and safety requirements, alcohol and drug standards, short service worker processes and client-controlled worksites are preferred.
Practical construction field leadership with the ability to influence safe work behaviours.
Ability to build trust with supervisors, craft, contractors, clients and project leadership.
Strategic mindset with the ability to balance immediate operational needs with long-term business objectives.
Strong understanding of HSE systems, processes and tools, with the ability to coach others in their use.
Ability to verify critical controls in the field and ask practical questions that test whether work is planned, understood and controlled.
Clear communication skills, including reports, briefings, trend summaries and performance updates.
Sound judgement and the ability to make timely decisions in changing or high-pressure construction environments.
Agile and adaptable leader capable of responding effectively to changing project conditions and priorities.

Responsibilities

Lead day-to-day implementation of Worley and project HSE requirements across active construction work fronts.
Partner with project and construction leadership to align HSE priorities with project execution, business objectives, and operational performance.
Support construction readiness, including planning, risk review, mobilization, onboarding and workface preparation.
Verify critical controls for higher-risk work, including permit-to-work, energy isolation, confined space, lifting and rigging, working at heights, excavation, hot work and mobile equipment.
Support contractor HSE alignment, readiness reviews, field engagement, performance monitoring and action closeout.
Lead or support incident response, investigation, reporting, corrective action development and lessons learned.
Provide day-to-day direction to HSE Advisors and field HSE personnel.
Support the development of future HSE leaders through mentoring, coaching and succession planning.
Complete field inspections, assurance checks, site walks and leadership engagement activities to confirm controls are effective in practice.
Prepare clear HSE reports, trend summaries, assurance updates and contractor performance information for project and HSE leadership.
