Provide strategic and operational leadership in the planning, design, implementation, and management of human resources activities and services for the faculty or service concerned. These services and activities include labour relations, recruitment, the job evaluation program, onboarding, employee retention, professional development practices and strategies, training, the interpretation of policies, procedures, and collective agreements, and performance management.

Requirements

• Strong theoretical and practical knowledge of human resources, normally acquired through a university degree in human resources management or a related field.
• At least ten years of experience, preferably as an HR generalist, including at least five years in a management position with progressively increasing responsibilities.
• Certified Human Resources Leader designation (CHRL), or equivalent experience and currently working toward obtaining the designation.
• Bilingualism—French and English, spoken and written. to be considered for this position, candidates must be rated at the Low Advanced proficiency level or higher for both oral comprehension and reading comprehension in their second official language. The rating is determined by a proficiency test designed by the Official Languages and Bilingualism Institute.

• Ability to analyze and interpret documents and enforce the rules and procedures established under each collective agreement.

• Client Service Orientation: Help or serve others to meet their needs. This implies anticipating and identifying the needs of internal and external clients and finding solutions on how to meet them.

Nice To Haves

• Master’s degree in industrial relations or an equivalent field, considered an asset.
• Experience preferably acquired in a healthcare or university environment.

Responsibilities

• Establish the strategic direction, objectives, approaches, methods, and HR processes for the faculty or service concerned. Ensure that this direction meets the needs of the faculty or service and aligns with the direction of the central Human Resources Service.
• Provide managers and department heads with guidance and advice regarding organizational changes and advise them on how to address complex performance management issues, terminations, and the interpretation and application of collective agreements, regulations, policies, legislation, and applicable standards to ensure compliance and consistency. Ensure compliance with regulatory and legislative requirements, including privacy, human rights, Workplace Safety and Insurance Board (WSIB) standards, and other applicable requirements.
• Provide strategic advice in identifying the faculty’s or service’s key issues and challenges, in partnership with Labour Relations, in preparation for the renewal of collective agreements covering support staff.
• Identify and recommend employee relations practices that foster positive employer-employee relationships and promote a high level of employee morale and motivation.
• Plan, develop, implement, and monitor HR processes and initiatives to improve efficiency and establish a sustainable and responsive system. Oversee administrative processes related to HR management. Manage the functional areas of recruitment, job evaluation, and performance planning, as well as the monitoring methods used during the annual performance evaluation process. Oversee the completion of all annual performance evaluations for support staff, except for employees who report directly to the Administrative Director.
• Analyze internal and external recruitment strategies and make sound, well-supported recommendations to improve or modify existing recruitment strategies, ensuring that the future HR needs of the faculty or service are met.
• Provide leadership and direction on behalf of the faculty or service to maintain a cohesive relationship with the central Human Resources Service. Protect the interests of the faculty or service concerned and the University of Ottawa with respect to HR management. Consistently provide professional advice and consulting services to the Administrative Director.
• Identify training needs and areas of concern, and support the development of managers and employees through coaching and performance improvement plans, or recommend third-party counselling or training programs. Lead the design, development, and implementation of initiatives, including organizational change, in consultation with CADO’s succession planning, workforce renewal, learning, and training programs.
• In collaboration with the central Human Resources Service and the Administrative Director, identify broad initiatives to address performance and organization-wide issues, such as change management, rewards, and organizational processes, as well as their impact on meeting operational requirements and achieving service objectives.
