About The Position

Access Downtown is one of the busiest Primary Care clinics in the Winnipeg Regional Health Authority (WRHA), serving some of Winnipeg's most marginalized community members, many of whom are experiencing homelessness or are precariously housed. It operates as a trauma-informed, low-barrier clinic dedicated to client-centered care. Under the direction of the Director Health Services or a designate, the Manager Health Services is responsible for overseeing and managing inter-disciplinary teams that provide direct care to patients, residents, and clients. This role is crucial for leading and ensuring the delivery of safe, effective, and efficient health services. The Manager inspires and guides health services staff across the organization to adopt integrated, patient/resident/client-centred care pathways and service delivery models. The position is accountable for providing service-delivery focused operational management in a fiscally responsible manner, collaborating closely with leadership and both internal and external stakeholders to facilitate access to multiculturally respectful health services for patients, residents, and clients. Furthermore, the Manager monitors and evaluates key performance indicators and works with stakeholders to ensure safe, effective, and appropriate patient/resident/client care through the clinical quality framework and a patient/resident/client care lens, fostering an environment of clinical and service excellence.

Requirements

  • 3 - 5 years of leadership experience in a patient/resident/client care setting.
  • 5 years of related direct clinical services delivery across one or more assigned clinical areas of health care, such as primary health, community services (including population health, health promotion, illness prevention for diverse populations across the human lifespan), acute inpatient, specialty care, complex ambulatory settings, or integrating innovative community-based care modes (e.g., home care, primary care) to optimize healthy aging, health restoration and maintenance, and to deliver high quality care in chronic disease, palliative care, community mental health, rehabilitation, and/or long-term care.
  • Post-secondary degree in a relevant health discipline from an accredited education institution (an equivalent combination of education and experience may be considered).
  • Active member in good standing of an associated regulatory body as appropriate.
  • Demonstrated leadership capabilities, adhering to the LEADS in a Caring Environment framework.
  • Knowledge of relevant professional regulatory requirements, including standards and scope of practice for direct reports.
  • Knowledge of relevant legislated acts, including but not limited to Personal Health Information Act, Protection of Persons in Care Act, Mental Health Act, Workplace Hazardous Material Information System (WHMIS), and Principles of Routine Practices (Universal Precautions).
  • Knowledge of relevant Collective Agreements.
  • Knowledge of working with individuals from diverse cultural, social and ethnic backgrounds.
  • Knowledge of Regional/site/unit policies, procedures, protocols and guidelines relating to clinical care, administrative, financial, and human resource management.
  • Ability to work safely in a typical computerized office environment with frequent meetings.
  • Ability to lift and carry items of up to approximately 10 kg (25 lbs.).
  • Ability to prioritize work, deal with interruptions, re-prioritize as required, and ensure dedicated/focused time for strategic planning.
  • Valid Class 5 Manitoba driver’s license and access to a personal motor vehicle are required.
  • Current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment.
