About The Position

The Ministry of Municipal Affairs supports municipalities in providing well-managed, fiscally responsible, and accountable local government to Albertans. This includes administering municipal grant programs; delivering advisory and capacity-building supports; providing municipal services and managing public lands in the province’s three Special Areas; and overseeing the safety codes system in the province. The ministry also fosters stronger, safer communities across the province, and enables local governments to facilitate Alberta’s economic prosperity. The Grants in Place of Taxes (GIPOT) & Payments team, within the Municipal Assessment and Grants Division of Municipal Affairs, administers the GIPOT program and all branch grant payments. We work to support municipalities by: Validating assessments and interests on Crown properties; Supporting GIPOT policies, application reviews, and budgeting/forecasting; Processing grant payments; and updating monthly financial forecasts for all GEPT grant programs.

Requirements

  • University degree in a related field (e.g. Law, economics, Public Administration, Business) plus a minimum of 4 years of relevant experience, or an equivalent combination of education and experience.
  • Demonstrated experience interpreting and applying program and operational policies.
  • Experience with municipal assessment and taxation approaches and principles.
  • Experience in financial analysis, including budgeting and forecasting.
  • Strong proficiency in Microsoft Excel and experience working with large, complex databases.

Nice To Haves

  • Knowledge of Alberta’s property assessment framework and property tax policies is an asset.
  • Familiarity with project management and implementation in a public sector environment.
  • Ability to work with legislative and regulatory processes.
  • Demonstrated leadership, problem-solving, and advisory skills, with the ability to work independently and manage competing priorities.
  • Ability to guide technical and policy staff by exhibiting strong leadership skills, emotional awareness and empowering them to delivery quality work.

Responsibilities

  • Lead and oversee the delivery of the Grants in Place of Taxes (GIPOT) program, including application review and eligibility determination.
  • Provide expert guidance on interpreting legislation, policy, and program criteria related to GIPOT.
  • Oversee policy interpretation, identify gaps, and support ongoing program improvement and consistency.
  • Support the Crown Assessment Auditor in their assessment audits of Crown-owned properties to ensure accuracy and compliance with legislated standards.
  • Oversee the review of Crown leases and provide advice on eligibility and alignment with GIPOT program requirements.
  • Build and maintain relationships with municipalities and internal stakeholders to support program operations and transparency.
  • Oversee grant payment processes, ensuring timely, accurate, and compliant financial delivery.
  • Monitor forecasts, reconciliations, and reporting to support sound financial management and accountability.
