About The Position

The Manager of Government Affairs is a critical role in the growing Government Affairs team at the leading DC clean energy trade association representing large buyers. The mission of CEBA’s Government Affairs team is to parse CEBA’s major policy objectives into pragmatic legislative and regulatory initiatives that have a reasonable chance of success, while building CEBA’s political brand and sowing seeds for future, longer-term legislative and regulatory wins. The Government Affairs team manages and leverages relationships with member Government Affairs teams, members of Congress and their staff, a significant coalition of NGO and policy think tanks, our lobbyists, regulatory authorities and the administration. The Government Affairs team works in partnership with the Policy team with a shared responsibility to inform and influence policy objectives via political intelligence in order to provide an accurate picture of the will of Congress. This occurs by building and maintaining deep relationships with elected and appointed officials and their staff in pursuit of legislative and regulatory objectives. The position is primarily on-site in our Washington, D.C. office but offers flexibility allowing for regular remote work.

Requirements

  • Bachelor’s Degree required; or equal and equivalent work experience
  • 5 years of Congressional or Administration experience OR 6 years of Government Affairs Experience with a trade association or energy-related company.
  • Working fluency in energy and natural resources policy
  • An established significant and mature political network spanning both political parties, with a premium placed on Republican relationships across the House and Senate at a member level, senior staff, and committee staff for E&C, T&I, HW&M, FSA, E&NR, EPW or NR
  • Willingness to register as a federal lobbyist under the Lobbying Disclosure Act
  • Demonstrated ability to build strong relationships and persuasively communicate messages at all levels of government
  • Demonstrated excellent writing and research skills, especially in drafting policy memos, legislative analysis, and stakeholder backgrounders
  • Strong communication, interpersonal, time-management, and organizational skills with keen attention to detail
  • Ability to work well across departments and strengthen company culture through effective collaboration
  • Ability to work in-person 5 days per week in our Washington, D.C. office, with flexibility for remote work on a situational basis
  • Ability to travel up to 25% for work as directed

Responsibilities

  • Steward existing and develop new relationships with federal elected and appointed officials to accurately detail their priorities, motivations, and objectives and facilitate CEBA access. This will entail significant, near-daily presence on Capitol Hill.
  • Project CEBA’s policy positions and influence the actions of personal offices, committee staff and elected and appointed officials. Provide political and some policy expertise and facilitate deeper engagement between CEBA’s policy, expertise and senior legislative, and agency staff.
  • Based on experience and team needs, have a non-exclusive focus on the staffers and Committee members of the Senate Environment and Public Works Committee, House Natural Resources Committee, House Ways and Means Committee, Senate Finance Committee, Appropriations Committees, and related political appointees.
  • Effectively gather, record, and synthesize political intelligence using systems such as Monday.com, Quorum, and other platforms for managing stakeholders, lobbying contacts, and the like.
  • Constructively work with members of either political party to understand the perspectives of political leaders and identify ideological disagreements to effectively advocate for CEBA and its members’ interests.
  • Develop logical, compelling and persuasive advocacy talking points; draft policy roadmaps and overview documents; help prepare testimony for CEBA leadership to deliver, and otherwise assist in the furtherance of policy and legislative objectives for CEBA.
  • Attend political fundraising and policy coalition events as directed.
  • Understand and abide by all rules related to the Lobbying Disclosure Act, campaign finance law, and other relevant statutes.
