About The Position

We are seeking a Senior Professional Forester (RPF/RFT) to join our team in the role of Forestry Operations Manager for the North Coast Transmission Line Project. This is a senior internal leadership position, though the right individual may be engaged as an associate, designed for a high-caliber practitioner with demonstrated experience managing large-scale forestry and infrastructure operations.

This role provides senior operational management across NCTL project implementation. The successful candidate for this role holds management responsibility for Kintera’s NCTL Operational Inspectors while supporting the Regional Project Managers as Coordinating Resource Professionals for the project. The Manager of Forestry Operations provides consistency and compliance management across the entire project corridor, supporting senior-level contract and client management, and developing standard processes and procedures that position Kintera for long-term growth in Capital Forestry operations. This position is based out of our Prince George office.

Requirements

• Registered Member of the FPBC (RPF or RFT) is mandatory.
• Minimum of 15 years of operational forestry experience in harvesting & road construction supervision.
• Demonstrated track record of senior leadership managing complex field operations programs.
• Experience in an operations management, program management, or senior owner-representative capacity on projects.
• Deep understanding of BC forestry operations, including harvesting systems, access road development, and fibre management.
• Strong working knowledge of BC forestry and energy regulatory frameworks: FRPA, FPPR, Wildfire Act/Regulation, and BCER requirements.
• Familiarity with permit and tenure management processes in a BC Crown land and forestry context.
• Proficiency with GIS-based field tools (e.g., LandPLANNER) and project data management and reporting systems.

Nice To Haves

• Experience managing or developing field inspection, quality control, or conformance monitoring programs is highly desirable.
• Prior experience on transmission corridor, linear infrastructure, or major forestry capital programs is a strong asset.

Responsibilities

• Holding line management responsibility for all Operational Inspectors engaged on NCTL, including associate Inspectors, covering performance oversight, onboarding, development, and engagement management.
• Serving as the single point of accountability for the consistency of Inspector approach, methodology, reporting standards, and quality across all NCTL regions.
• Leading the development of Inspector operational frameworks: how inspections are conducted, documented, categorized, escalated, and reported.
• Working with Regional Project Managers to ensure Inspector field deployment is coordinated effectively with regional schedules and priorities, while maintaining clarity on the line management distinction.
• Reviewing and synthesizing deficiency trends, corrective action status, and conformance metrics across all regions; identifying systemic issues and escalating them to the Project Director and Senior Project Managers.
• Leading the development, documentation, and continuous improvement of operational standards and best practices for NCTL field execution and Inspector activities.
• Working with the Project Director and Senior Project Managers to establish consistent approaches to harvesting, access development, and construction activity across all regions.
• Ensuring standards are clearly communicated to all Inspectors and that adherence is monitored consistently regardless of region or RPM.
• Designing standards and processes with portability in mind, documenting them in a form that can be applied to future Kintera projects as the operational supervision service line grows.
• Maintaining the project-wide compliance register, tracking all permit, regulatory, and environmental commitments across all active regions.
• Maintaining a precedent log that records how compliance determinations, field interpretation decisions, and novel regulatory situations have been resolved across the project, ensuring that if an approach is established in one region, it is consistently applied across all regions.
• Ensuring all pre-construction compliance requirements are confirmed as satisfied before any scope commences, working through the Inspector network and in coordination with RPMs.
• Ensuring all post-construction obligations are fulfilled, documented, and formally closed out in accordance with applicable permit conditions and regulatory requirements.
• Escalating compliance risk items to the Project Director as required; serving as the primary contact for the BC Hydro Forestry Manager on compliance matters of senior significance.
• Maintaining a consolidated project-wide gap register, tracking outstanding items across all regions that could affect schedule, compliance, or field readiness.
• Ensuring that gap resolutions are consistent across regions, recording how gaps have been closed so that the same approach is applied where similar situations arise elsewhere on the project.
• Ensuring no scope proceeds with unresolved critical gaps; escalating to the Project Director where timelines are at risk.
• Working in close coordination with the Data Management team to develop, build, and continuously refine the data collection and reporting framework supporting field operations.
• Overseeing all data collected across the Inspector network, ensuring accuracy, completeness, and alignment with project reporting requirements and regulatory obligations.
• Establishing data quality standards and review processes to support audit-readiness and regulatory defensibility.
• Providing senior-level synthesis of project-wide operational performance reporting to the Project Director.
• Designing and documenting operational processes, inspection frameworks, and conformance monitoring systems on NCTL with explicit portability to future projects.
• Building the internal knowledge base, standards library, and reporting templates that reduce Kintera’s dependence on project-by-project process development and enable consistent delivery across engagements.
• Contributing to Kintera’s strategic development of an in-house Capital Forestry Operations division, with a long-term view to transitioning the associate-based Inspector model to a permanent internal team.
• Identifying opportunities to apply the NCTL operational model to new capital forestry or linear infrastructure projects as Kintera grows its project portfolio.
