About The Position

The Ministry of Primary and Preventative Health Services is building a more resilient and sustainable health care system that can support Albertans getting care when and where they need it, while responding to system-wide health challenges, improving health outcomes, and maintaining fiscal responsibility. The ministry supports Albertans’ health and well-being throughout their lives by protecting public health and promoting wellness; coordinating and delivering safe, person-centered, quality health services; health system planning and capital infrastructure planning; supporting innovative information management and technologies; regulating health care; and funding the health system. Reporting to the Director, Financial Planning & Operations, the Manager, Financial Planning is responsible for leading the Ministry’s budget management, financial planning, fiscal analysis and reporting functions, including oversight of departmental and entity-related financial activities. The position ensures consistency, accuracy and clarity across financial documents and supports executive decision-making by providing comprehensive analysis to the Executive Team, the Minister and Treasury Board Committee. This role requires in-depth expertise in accounting, budgeting, forecasting and consolidation, along with strong knowledge of Ministry programs and operations. The role requires extensive expertise in financial management, accounting, budgeting, forecasting and financial consolidation, as well as a strong understanding of Ministry programs, priorities and operations.

Requirements

  • A University graduation in Business with a focus in Accounting or Finance supplemented by four years related experience.
  • Related experience or education may be considered as an equivalency on a one for one basis.

Nice To Haves

  • Professional accounting designation - Chartered Professional Accountant (CPA) is an asset.
  • Extensive knowledge and experience in budgeting, financial administration, financial forecasting, costing theories, techniques and processes, including the preparation of complex financial reports.
  • Experience with Government of Alberta financial systems (e.g., Tfile) and financial reporting tool.
  • Experience in coordinating projects or programs, including consultation and working in teams.
  • Comprehensive knowledge of management principles, especially related to human resources, financial planning, information technology and communications.
  • Experience in relevant acts and manuals relating to budgeting and financial administration, i.e., Financial Administration Act, Government Accounting and Organization Acts, Grants Regulations, Treasury Board Minutes and Directives, Sustainable Fiscal Planning and Reporting Act.
  • Supervisory experience is an asset.

Responsibilities

  • Coordinate the development of the Ministry's three-year fiscal plan and annual budget, integrating inputs from across divisions and entities in alignment with Treasury Board direction.
  • Ensure financial information provided across the Ministry is aligned, reconciled and reflects approved decisions and priorities.
  • Provide analysis and advice to support executive decision-making on budget, forecasting and emerging financial pressures.
  • Identify and assess emerging risks and pressures in a dynamic environment where financial information may be incomplete or rapidly evolving, developing practical mitigation strategies for senior leadership consideration.
  • Provide advice on managing fiscal pressures where funding requests exceed approved targets, including assessing trade-offs, risks, and recommending options aligned with Ministry priorities and Treasury Board direction.
  • Oversee consolidated forecasting for departmental and entity operations, ensuring financial positions are accurate, integrated and aligned across reporting streams.
  • Ensure consistency between divisional, departmental and entity forecasts, including alignment with the Ministry's overall fiscal position.
  • Review and validate consolidation entries and adjustments, ensuring compliance with government accounting standards and internal controls.
  • Review and contribute to briefings, correspondence and other materials to ensure financial accuracy and consistency of messaging.
  • Resolve issues arising from the integration and consolidation of financial information between the Department and entities, including differences in accounting treatment, forecasting methodologies, or system outputs.
  • Provide leadership, direction, and oversight to financial planning staff, including coaching, performance management, and development.
