About The Position

The Finance Manager will direct, lead, and manage all fiscal affairs for the Department of Pathology within the College of Medicine (COM) and its clinical practice plan through The Ohio State University Physicians (OSUP) and the Ohio State University Faculty Group Practice (FGP). Reporting to the Department Administrator, this role ensures adherence to financial policies, procedures, and regulations, and participates in the executive team's overall management of the department. The position involves strategic planning, developing and implementing financial plans and budgets (academic, earnings, and practice plan), overseeing departmental funds, managing contracts, billing, accounts receivable, and accounting activities. The Manager also advises leadership on financial matters, prepares financial reports, and supervises fiscal support staff.

Requirements

  • Bachelor's Degree in Accounting, Business Administration, or related field, or an equivalent combination of education and experience.
  • 5 years relevant experience.

Responsibilities

  • Directs, leads, and manages all fiscal affairs for the Department of Pathology and its clinical practice plan.
  • Ensures adherence to appropriate internal control structures and compliance with established fiscal policies, procedures, and regulations.
  • Develops and implements long-term financial plans and objectives.
  • Develops, implements, and periodically evaluates department fiscal policies and procedures.
  • Advises Department Administrator, Chair, and Board of Managers on strategic and operational financial matters.
  • Oversees planning and preparation for and participates in internal and external audits.
  • Serves as fiscal liaison to the COM and OSUP/FGP.
  • Develops, implements, and administers annual budgets, including earnings, academic, and practice plan budgets.
  • Oversees and controls departmental funds, including operating, endowment, development, salary recovery, and research start-up funds.
  • Manages and oversees all contracts and agreements, billing and accounts receivable, and accounting activities and administration.
  • Reviews and authorizes all expenditures, journal entries, income, and transfers.
  • Analyzes, interprets, and reconciles financial reports; identifies discrepancies and determines resolution.
  • Reviews pathology research funds and provides financial analysis of potential or actual project overruns.
  • Develops and presents quarterly financial reports to department leadership and board of clinical practice group managers.
  • Serves as liaison with OSUP/FGP central business office for departmental patient accounts receivables (AR).
  • Initiates OSUPS monthly invoices for Part A and URL Part B.
  • Oversees preparation of OSUPS contract income and patient revenue budget.
  • Prepares OSUPS budgets.
  • Oversees and manages faculty compensation, including base salaries, incentives, research bonuses, annual merit compensation, and supplemental compensation.
  • Prepares annual faculty salary budget within rank showing sources of funding for Department Chairman review.
  • Collaborates with Department Chair and Administrator to determine faculty compensation and salary adjustments.
  • Reviews, determines, and prepares release time calculations.
  • Develops, prepares, and monitors research metrics for review by department chair and vice chair of experimental research.
  • Prepares faculty productivity model for Department Chairman review.
  • Monitors and reviews clinical faculty logging records.
  • Participates in overall management of the department, potentially serving as Department Administrator in their absence.
  • Participates in short and long-term strategic planning activities for the department and clinical practice group.
  • Participates in and provides financial recommendations for pathology outreach program initiatives.
  • Oversees management of OSU Pathology Services (OSUPS) payables and receivables.
  • Approves OSUPS cash and investment transfers.
  • Oversees financial performance of the OSU Histology Lab LLC.
  • Performs other duties as assigned.
