About The Position

The Financial Institutions, Regulation (FI Regs) team is primarily responsible for the regulation and prudential supervision of ATB Financial (ATB) and special purpose trust corporations incorporated in Alberta. These activities assess the safety and soundness of those institutions with a focus on safeguarding depositors, trust company customers, and other stakeholders from undue loss. The team also provides support to the Financial Institutions Policy team in their ongoing enhancement of financial institution legislation, support of the Financial Services Concierge and the related regulatory sandbox and other ministry initiatives.

Requirements

  • A university degree in a related field such as Business Administration, Finance, or Economics.
  • A minimum of 4 years of progressively responsible managerial experience in the financial services industry.
  • Experience in regulatory environments for financial institutions.
  • Experience in financial analysis.
  • Experience in risk management.
  • Experience in enterprise risk management.
  • Experience in governance.
  • Microsoft Office proficiency.

Nice To Haves

  • Experience with the Office of the Superintendent of Financial Institution (OSFI) or a similar provincial regulatory authority.
  • Professional accounting designation (CPA or equivalents).
  • A Chartered Financial Analyst designation (CFA).
  • Risk Certification (FRM or PRM).
  • Computer science or cyber security degrees or designations.
  • Experience in the interpretation of legislation and regulations (Business Corporation Acts, Securities Acts, and Consumer Protection Acts etc.).

Responsibilities

  • Managing and conducting regulatory and prudential supervision activities for Alberta’s special purpose trust corporations (SPTCs) and ATB Financial (ATB), which is a provincially regulated deposit taking institution (DTI) holding over $70 billion in assets on its balance sheet, and over $40 billion in investor assets off-balance sheet.
  • Holding ATB to a similar level of regulatory rigor and scrutiny that a bank of similar size and complexity would be held to by the federal Office of the Superintendent of Financial Institutions (OSFI).
  • Playing a role in the regulation and prudential supervision of Alberta’s newest SPTCs that provide digital asset custody services to institutional clients.
  • Planning, developing and implementing the supervisory strategy for ATB and Alberta loan and trust corporations.
  • Analyzing their respective financial condition, risk profile and risk management practices.
  • Reviewing and maintaining related documentation and assessments.
  • Drafting written reports on work done and any issues reported on.
  • Making presentations to stakeholders, including senior management and senior department officials.
  • Following-up on issues reported on.
  • Providing input to policy projects undertaken by the Financial Institutions Policy team.
  • Responding to enquiries from the public.
  • Supporting the Financial Services Concierge and entities operating under the Financial Innovation Act’s regulatory sandbox.
  • Providing support to initiatives undertaken by the department.
