About The Position

The Blinn College District is searching for a Full Time - Manager, Financial Aid Return of Title IV at our Brenham Campus. The Manager of Return of Title IV (R2T4) and Financial Aid Compliance oversees the College's Return of Title IV Funds processes and ensures compliance with all federal, state, and institutional financial aid regulations. This position manages daily R2T4 operations, supervises assigned staff, coordinates compliance activities, develops procedures, and serves as one of the institutional subject matter experts on federal, state, and institutional regulatory compliance and Return of Title IV regulations.

Requirements

  • Bachelor’s Degree or some hours towards a college degree and 2 or more years of experience working in a financial aid office or finance in higher education.
  • Knowledge of U.S. Department of Education and regulations, state regulations for financial aid programs.
  • Ability to communicate clearly and thoroughly with people of various backgrounds and experiences in such a way that they feel comfortable and willing to work well together.
  • Strong analytical and organizational skills combined with careful attention to detail.
  • Self-motivated and goal-oriented, team player.
  • Ability to handle numerous complex and routine tasks simultaneously.

Nice To Haves

  • Experience with Banner or Ellucian products.
  • NASFAA Specialist in Return of Title IV Funds or other NASFAA Credentials
  • Experience using Office products (Word, Excel). Using formulas and pivot tables.
  • Be knowledgeable of Veteran Administration and State of Texas educational benefits for veterans and veteran dependents.

Responsibilities

  • Manage Return of Title IV (R2T4) calculations and processing in compliance with federal, state, and institutional regulations governing withdrawals and R2T4s.
  • Analyze withdrawal reports, Q dropped courses, academic records, attendance data, and enrollment activity to determine Title IV eligibility.
  • Evaluate non-passing grades and confirm dates of last academic participation.
  • Collaborate with faculty and various departments to obtain and verify required documentation which ensures compliance.
  • Process institutional, state, and federal fund returns efficiently and in accordance with established regulatory guidelines.
  • Review and authorize R2T4 adjustments and recalculations to ensure accuracy and compliance.
  • Demonstrate attention to detail and maintain thorough documentation supporting eligibility determinations, fund return calculations, and audit readiness.
  • Lead the development, implementation, and continuous improvement of policies and procedures that strengthen compliance, mitigate risk, and enhance operational efficiency.
  • Notify students regarding withdrawal determinations, Title IV fund returns, and related financial aid impacts.
  • Manage documentation workflows by tracking outstanding items, organizing records, and facilitating timely completion of withdrawal calculations.
  • Support staff development through training and ongoing instruction in R2T4 processes and regulatory requirements.
  • Provide comprehensive financial aid counseling and customer service to current, prospective, and former students and their families through multiple communication channels, including in-person, telephone, email, text, and other student engagement platforms.
  • Exercise discretion and independent judgment when advising students on financial aid programs, including scholarships, grants, loans, student employment opportunities, and financial literacy resources.
  • Assist students in resolving complex financial aid issues by interpreting federal, state, and institutional regulations and identifying appropriate solutions.
  • Conduct professional judgment reviews by evaluating student circumstances and supporting documentation and making adjustments as warranted in accordance with applicable regulations and institutional policies.
  • Provide management and operational support to the Dean and Director of Financial Aid in the administration of financial aid programs and services.
  • Collaborate with the Dean, Director, Assistant Directors, and Managers to ensure compliance with federal, state, and institutional regulations, policies, and procedures.
  • Evaluate, develop, and enhance Banner processes and other technology solutions to support efficient operations, improve service delivery, strengthen internal controls, and promote the effective administration of financial aid programs.
  • Provide leadership, guidance, and direct supervision to assigned staff, including workload management, performance coaching, professional development, and the completion of annual performance evaluations.
  • Perform other duties as assigned in support of Financial Aid operations. Responsibilities may include reviewing financial aid appeals, evaluating and scoring endowed scholarship applications, reviewing donor acknowledgment and thank-you correspondence, conducting FAFSA® presentations and outreach activities, supporting student loan default prevention and management initiatives, processing scholarship payments, completing verification reviews, conducting professional judgment evaluations, awarding and packaging financial aid, assisting with veteran education benefit processing, and providing support for other departmental programs and services.
