About The Position

This position provides strategic oversight for the allocation of Recreation, Community and Culture (RCC) facility assets, including sports fields, ice pads, gymnasiums, ball diamonds, and community rooms. Working within a complex, highly customer-focused environment, the role ensures facility allocation decisions are transparent, consistent, and defensible, while balancing community needs, operational requirements, and public interest. The position oversees sport bookings, user agreements, and operational coordination for bulk user, ad hoc, and event or tournament bookings. It is accountable for the permitting function, including customer accounts, permit issuance, insurance compliance, and the resolution of sensitive or escalated issues in a politically aware setting. This role is responsible for managing significant annual rental revenue and for establishing and recommending rental rates and fees to ensure market alignment, competitiveness, and achievement of approved financial targets. The position also leads a multidisciplinary team of approximately 13 staff, providing direct and indirect leadership across multiple levels. Responsibilities include hiring, coaching, performance management, and fostering a culture of accountability, service excellence, and continuous improvement.

Requirements

  • Completing of a college diploma in recreation, sport, management or a related field.
  • Minimum 4-7 years of progressive, related experience with at least 2 years in a supervisory capacity.
  • This position may require occasional travel between sites and/or City facilities and must provide own transportation.

Responsibilities

  • Establishes goals, objectives, and workplans in consultation with user groups, staff, and volunteers, aligned with Departmental and Corporate priorities.
  • Oversees the facility allocation process in accordance with the Recreation Framework and Facility Allocation Policy, navigating complex considerations to balance community needs and facility usage optimization within a politically sensitive and customer-facing environment.
  • Responds to and resolves escalated customer concerns and inquiries from citizens, staff, elected officials, and volunteers.
  • Oversees annual rental revenues from sports facility permitting; establishes revenue targets, manages forecasts, recommends strategies to address shortfalls, implements mitigation measures, and leads the annual setting of rates and fees.
  • Monitors and oversees permitting cycle times, including leading staff responsible for permit processing; develops, implements, and maintains permitting and customer service processes for rental groups.
  • Monitors and oversees general ledger, customer account, permitting, subsidy, and other financial audits; identifies and resolves gaps, implements process improvements, ensures compliance, and leads staff training on audit practices and record-keeping requirements.
  • Provides day-to-day supervision of staff, including recruitment, onboarding and training, performance management, and ongoing development.
