About The Position

Producers Midstream Management LLC is a private equity backed midstream service provider based in Dallas, TX. The Manager, Engineering (Pipeline Projects) is responsible for leading the engineering and project management team through planning, design, and execution of pipeline and midstream facility projects. This role manages the Project Management team, ensuring effective project delivery through guidance and support. Oversees multidisciplinary engineering activities, ensures technical accuracy, and supports project delivery from concept through construction and commissioning. The position requires extensive knowledge of pipeline engineering, project management, and Right-of-Way (ROW) easement agreements to ensure engineering and construction activities comply with land rights, restrictions, and regulatory obligations. This role provides strategic engineering support and reports directly to the Senior Vice President of Engineering & Construction.

Requirements

  • Bachelor's degree in Engineering (Mechanical, Civil, Petroleum, Chemical, or related engineering discipline required).
  • Proven experience managing a team of project managers, including oversight of project delivery, team performance, and development.
  • 8–12+ years of engineering experience supporting pipeline and/or midstream facility projects.
  • Strong knowledge of ROW easement agreements, land rights interpretation, and integration into engineering design and construction activities.
  • Experience managing capital projects from concept through construction and commissioning.
  • Strong understanding of PHMSA/DOT regulations and applicable API and ASME standards.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to effectively manage multiple projects and priorities simultaneously.
  • Computer proficiency in Microsoft Office and engineering software applications.
  • Ability to work independently and prioritize tasks in a fast-paced environment.
  • Demonstrated self-starter with the ability to work independently and exercise sound judgment.
  • Strong leadership and decision-making capabilities.
  • Ability to communicate technical information effectively to both technical and non-technical audiences.
  • Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

Responsibilities

  • Collaborate with the Project Management team, providing guidance, support, and assistance to address resource gaps and ensure successful execution of projects.
  • Lead engineering design and technical oversight for pipeline, gathering, compression, and midstream facility projects.
  • Develop and approve project scopes, engineering work plans, cost estimates, schedules, and technical deliverables.
  • Coordinate engineering disciplines, consultants, contractors, and construction teams throughout project execution.
  • Oversee pipeline routing, hydraulic analysis, material selection, equipment specifications, and construction requirements.
  • Ensure engineering designs and construction meet operational, safety, reliability, and regulatory requirements.
  • Conduct detailed reviews, interpretation, and guidance for purchase of ROW easement agreements, land use restrictions, crossing agreements, and construction access rights.
  • Identify potential conflicts, limitations, or risks associated with easement provisions and recommend engineering solutions.
  • Ensure engineering designs and construction plans comply with easement terms, landowner agreements, and property restrictions.
  • Support Land and ROW teams during easement acquisition, amendments, and negotiations by providing technical expertise.
  • Maintain documentation related to easement constraints, encroachments, and mitigation requirements.
  • Provide engineering leadership throughout the project lifecycle from concept development through commissioning and startup.
  • Review engineering drawings, specifications, calculations, studies, and technical reports for quality and compliance.
  • Support construction teams with technical guidance, field issue resolution, and design clarifications.
  • Monitor project performance to ensure engineering deliverables are completed safely, on schedule, and within budget.
  • Ensure compliance with applicable industry standards and regulations, including PHMSA, DOT, API, and ASME requirements.
  • Ensure engineering activities comply with federal, state, and local regulations.
  • Support permitting efforts, environmental reviews, and regulatory filings as required.
  • Maintain engineering documentation and records to support audits, inspections, and compliance initiatives.
  • Monitor industry developments and recommend improvements to engineering standards and practices.
  • Lead, mentor, and develop engineering personnel and project specialists.
  • Collaborate with Operations, Land, Regulatory, Environmental, HSSE, and Commercial teams.
  • Manage engineering consultants, contractors, and third-party service providers.
  • Foster a culture of safety, accountability, and continuous improvement.
  • Develop and manage engineering budgets, forecasts, and capital project expenditures.
  • Track project progress and performance against schedules and budgets.
  • Identify project risks and implement corrective actions as necessary.
  • Prioritize engineering activities and allocate resources effectively across multiple projects.
  • Coordinate communication with company commercial team for project expectations, scope, costs and timelines.
  • Perform other duties as assigned.
