About The Position

The ALSS Modernization Office is responsible for the modernization and digital re-engineering of ALSS programs to deliver simpler, faster and more cost-effective services that better meet the needs of Albertans, staff, service delivery partners and others. The office is an integral part of the ALSS Digital Transformation to enable the ALSS Digital Road map and vision “ALSS will provide simple, modern and accessible digital services that empower Albertans to achieve their goals.” The Service Transformation Unit of the Modernization Office in ALSS is seeking an experienced Manager, Digital Solutions, to join their team. This position is responsible for leading and supervising a team of professional staff to design, develop, and implement digital services for the Ministry. This position is critical in enabling the Modernization Office to realize the ambitious ALSS Digital Roadmap.

Requirements

  • University degree in business administration, social sciences, public administration, or other related post-secondary education, supplemented by four years related experience.
  • Related experience or education may be considered as an equivalency on a one for one basis.
  • Training and experience in the application of User Experience (UX) design principles, tools, and methodologies.
  • Product owner/scrum certification.

Nice To Haves

  • Knowledge of government strategic goals and policy directions, particularly as they relate to SCSS mandated business plans, priorities, organization, and decision-making structures of lead, partner, and support ministries.
  • Depth and breadth of knowledge of SCSS programs, services, service delivery mechanisms and Information Technology systems.
  • Strong understanding of the behaviors and preferences of individuals accessing SCSS programs and services, including barriers to access.
  • Knowledge in the following areas: Innovation and best practices in social services policy, practice and service delivery.
  • Industry best practices and methodologies related to product development, human centered design, product management, evaluation and monitoring, including knowledge of business planning and strategic alignment processes, outcomes management, financial management, capacity management, performance management, risk management, and stakeholder management.

Responsibilities

  • Leads projects and initiatives that result in large and small-scale process, workflow and system improvements, with a focus on the design, development and implementation of innovative human-centered design practices to guide the design and improvement of SCSS programs, policies and services.
  • Develops the business role of product management in design, development, and implementation of effective digital technology for the department to improve the effectiveness and efficiency of service delivery and user experience for Albertans and ministry staff.
  • Applies highly developed functional expertise and a range of service design and project management methodologies to support successful implementation of projects within the Branch and the ministry.
  • Leads and develops a team of professional staff, providing mentorship, support and advice to members.
  • Prepares Communications including writing Briefing Notes and Release Proposals, responding to Action Requests (ARs), and preparing materials for and presenting to executive leadership.
