The People Vertical, the WBG People Vice Presidency, is responsible for getting the right public and private sector solutions to our operational teams and to our clients, and to produce scalable impact. It includes the Education and Skills, Health, Social Policy and Gender Departments. Its mandate is to deliver knowledge for impact to enable and support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs; supporting foundational infrastructure and human capital, policy environment, and private sector mobilization; focusing on agribusiness, healthcare, infrastructure, manufacturing, and tourism; and support and accelerate specific targets such as M300, Health 1.5bn, and SP 500. The VPU’s objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams. The Development Effectiveness (DE) Unit plays an important role in advising the VP and DSO on all matters pertaining to strategic planning and management, program management including trust fund oversight, monitoring and evaluation, stakeholder engagement, knowledge management, collaboration with Regions and Verticals, and outreach to external partners. The Unit will support the VPU’s delivery of and engagement on corporate priorities aimed at achieving speed, scale and impact. The Manager will be responsible for leading the Unit by bringing together the different functions to create an integrated workflow employing state-of-the-art digital tools, building a strong team and creating effective collaboration channels with Global Managers in the People Vertical and other Development Effectiveness Managers in the Verticals. The Manager reports to the Director of Strategy and Operations for the People Vertical. The DE Manager will work seamlessly with the DSO, HCP Manager and VP’s team to form a cohesive Vertical Management Team.

Requirements

  • Master’s degree with a minimum of 12 years’ relevant experience in one of the four People focus areas - Health, Social Policy, Education and Skills, and Gender.
  • Excellent leadership and people management skills with established track record of leading teams for results.
  • Integrative skills. Leading work on integrating divergent views in a coherent manner, including advising global/regional/task teams as to how to integrate corporate/vertical/regional priorities into strategic directions
  • Internal and External Stakeholder Engagement. Proven ability to lead dialogue with high level external and internal clients both public and private sector partners and manage relationships with Board members.
  • Knowledge of Bank instruments, policies, and procedures, and ability to proactively apply them. Experience in leading/advising teams in lending operations and knowledge including high-quality practical advice to management and teams on complex geopolitical issues.
  • Operational knowledge sharing. Multi-regional experience in implementation of learning initiatives to upgrade skills of staff and clients to increase effectiveness of our engagement. Consistent record of effective mentoring of staff on strategic, operational and career development issues.
  • Strategy formulation and policy and program design. Experience of leading policy dialogue around country or sector-specific issues, form partnerships, and build common approaches with relevant stakeholders and development partners based on relevant best practices.
  • Portfolio management and results monitoring and evaluation. Demonstrated ability to provide strategic leadership on key strategic, global and regional operational/knowledge priorities. Demonstrated ability in setting up internal review and portfolio quality management systems. Leading major analytical work on portfolio performance. Leading business planning process. Ensuring financial underpinning of program/strategy implementation.

Responsibilities

  • Manage staff recruitment, development, deployment, coaching and evaluation for the staff of the DE unit. Assess skills mix issues, manage work loads of staff.
  • Supporting and guiding team members on their career paths, providing opportunities for staff growth and representing the interests of the DE team in talent and performance discussions.
  • Represent the Vertical in cross-cutting Talent Boards including COS, A2D, and Knowledge Management and Learning.
  • Lead the implementation of the Learning Strategy for the VPU, including coordinating the VPU’s Staff Learning Program.
  • Support the development of global and regional knowledge products and ASA pipeline that reflects the Vertical strategic priorities with a focus on delivering scalable solutions at speed, scale and impact.
  • Help to deploy digital and AI solutions in the Front Office to facilitate workflow, monitoring and coordination across the VPU.
  • Lead the strategic monitoring and analysis of the People Vertical’s deliverables and coordinate actions needed to resolve issues. This includes regular reporting to Vertical management and leading preparation of People inputs to Global ASA Delivery Review Meetings.
  • Lead the reporting on a MoU between MD-CKO and VP and MoUs between the VP and Global Directors.
  • Develop and maintain a dashboard that provides real time metrics of the Vertical’s global work program including regional lending and portfolio projects, global and regional knowledge products, Trust Fund and Partnership management.
  • Lead on corporate priorities such as IDA monitoring and strategy development; and supporting the VPU to meet corporate targets.
  • Represent the Vertical in corporate fora, including IDA events, Operations Board.
  • Manage the corporate comments process for Country Products, OC packages, selected ROC, and responses to papers including from IEG, OPCS, and DFI. Support the VPUs transition to the new ADM and Knowledge Bank comments on operational and ASA products.
  • Lead and coordinate corporate initiatives to ensure a consistent approach among the Global departments e.g. on CPIA, Data Privacy, Policy and Process changes, Scorecard reporting, Sector and Theme taxonomy, Operational Expertise updates and others, as they arise.
  • Plan the topics for Leadership Team Meetings, DSO meetings with the Regions and Retreats on a regular cadence.
  • Together with the DSO and in coordination with the WBP and HR teams, provide regular monitoring and oversight of the budget of the VPU, including BB and external funds.
  • Manage resources of the DE unit efficiently.
  • Collaborate closely with the Vertical Management and Leadership Team and others on matters pertaining to the Unit including policy issues, partnership opportunities and Vertical priorities.
  • As a member of the Vertical Management Team contribute to the functioning of the VPU.
  • Work closely with the GP managers, ensuring the DE unit is facilitating their work and meeting their needs.
  • Work closely with the DE Managers across the Verticals, as well as managers in corporate units (e.g. OPCS, DFI).
  • Coordinate a Community of Practice of Knowledge Management and Learning (KML) staff, supporting exchange of experiences and a common approach across the Vertical.
  • Promote and manage Vertical-led WBG Academies including working with Global Departments to identify topics, content and partners, and manage delivery.
  • Maintain and promote development of the Vertical’s knowledge work through state of the art digital tools working in collaboration with ISG.
  • Support communication across the Vertical VPU including through maintaining the People VPU’s intranet site and regular newsletter, working closely with ECR.
  • Ensure the People VPU generates results stories and briefs that can be used internally and externally, in collaboration with ECR.
