About The Position

This position serves as the Manager of Cook and Northern Regional Contract Administration and functions as a full-line supervisor. The role involves reviewing, evaluating, and coordinating the tracking and modification of computer systems related to the contract process. It also includes maintaining centralized Department files for purchase of service, grants, and Department procurements to ensure efficient processing of contract-related information, proactive problem identification, and effective response to audits and inquiries. The Manager will direct and coordinate the quality control process for contracts and manage the determination of service provider rates, including individual reimbursable per diem rates for institutional and group home providers, and statewide reimbursable rates for foster care, day care, and other providers. Additionally, the position requires representing the Department at various private sector and governmental work groups and committees concerning contract services.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
  • Requires four years of progressively responsible administrative experience in a public or business organization in accounting, contract services, or procurement.
  • Requires ability to pass a background check.
  • Requires ability to travel in the performance of duties.
  • Requires appropriate, valid driver’s license.
  • Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force when applicable.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
