Our Commercial Management Office within CPG GO/UP, is seeking multiple Managers for Contract Administration to join out team! In this role you will lead the contract management and life-cycle maintenance for capital projects undertaken by the Capital Projects Group. You will also provide direction to Senior Contract Administrator / Contract Administrator roles to facilitate contractual compliance activities and manage contract change requests as well as amendments and other tasks. These roles are on-site positions with base location in downtown Toronto (130 Adelaide Street West or 111 Richmond Street West). Our team is highly collaborative, and much of our work benefits from in person co‑creation, relationship‑building, and hands-on partnership with leaders across the organization. We offer flexibility in start and end times while maintaining core business hours for shared availability across the team.

Requirements

  • Completion of a degree in Civil Engineering, Contract/Construction Law or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated years’ experience managing the administration of large multi-billion-dollar construction contractual agreements and teams, ideally for an owner/public sector agency involving large-scale infrastructure/transit projects.
  • Expert knowledge of construction contract administration and claims management techniques and practices in a large multi project complex construction and infrastructure environment.
  • Experience with various project delivery and procurement models, both traditional and non-traditional (such as PPP, Alternative Finance Procurement etc.)
  • Skilled in the development and communication of internal contract administration policies, procedures and best practices, preferably in the transit and/or infrastructure industries.
  • Extensive experience in the interpretation of contract law, and Ontario legislation (e.g. Construction Lien Act, Professional Engineers Act, Canadian Construction Documents Committee documents, bespoke contract documents, specifications and drawings, and legal statues and proceedings).
  • Proficient experience in using contract administration systems, such as Primavera Contract Manager and Oracle Unifier
  • Management and leadership skills to manage, mentor and motivate departmental staff as well as to lead departmental projects and initiatives
  • Influencing skills to promote adherence to contract administration control processes across the Division
  • Highly developed written communication skills to develop briefs and presentations for management with a clear and succinct definition of the issues.
  • Strong interpersonal and verbal/consultation/presentation skills to present complex and/or new ideas with clarity and simplicity; to liaise with all levels within the organization and in the field; to work effectively with specialists across multiple sectors.
  • This role may require occasional construction on-site presence during working hours.

Responsibilities

  • Assist in the development and implementation of CPG’s contract management systems, standards and operational procedures to ensure the successful outcomes and value for money objectives of the organization’s large and complex capital infrastructure initiatives.
  • Directly manage a team of Contract Administrators in a single work group performing related tasks and manage additional consulting resources as required to support the integrated team.
  • Monitor contract performance management through proactive issue resolution, change requests/amendments, and standardized internal processes that contribute to achievement of desired service levels and Key Performance Indicators (KPIs).
  • Produce contract performance reports and maintain monthly, quarterly and executive management reports and distributes as required
  • Interact with senior staff from internal and external stakeholders with respect to contractual matters, issues, claims etc., including Procurement Services, Legal Counsels, external claims and legal consultants, contractors, other public agencies such as Infrastructure Ontario, Toronto Transit Commission, City of Toronto etc.
  • Assist in the review and analysis of the Division’s highly complex Capital Project tenders and contract documents to ensure that the appropriate contracting strategy and contractual clauses are applied to reduce risk and protect the interests of Metrolinx.
  • Advise senior management on contract management and claim mitigation strategies.
  • Manage the provision of contract administration consultative advice, expertise and support to project delivery teams throughout the life of the capital projects
  • Work with the Capital Finance department to establish and maintain financial control systems and ensure timely flow of cross-departmental documentation and information
  • Work with the CPG project delivery teams to ensure the delivery of the work described in each contract, recognizes and address trends to assist in mitigating risks in the delivery of large-scale projects.
  • Identify opportunities for innovation, risk mitigation and continuous improvement for contract management, administration and risk control.
