About The Position

Secretariat is seeking Construction Delay Managers for multiple hybrid openings based in Houston, Texas. The role requires working in the Houston office three times per week, with the ability to telecommute two days per week, and 10% domestic travel.

The Manager performs critical path method schedule analysis using accepted methodologies, including those set out in AACEI 29R-03 and the SCL Protocol. The role also quantifies monetary damages associated with delay, productivity loss, and other engineering and construction costs using accepted methods such as the measured mile, earned value analysis, and discrete pricing. The position requires analytical familiarity with engineering processes, contracting mechanisms and contract provisions, procurement and construction practices, commissioning, and job closeout. The Manager researches and analyzes issues and writes technical reports explaining delay and quantum cause and effect, as well as the accepted methodologies supporting analytical findings.

Secretariat’s Construction Delay team brings together professionals with backgrounds in engineering, project management, architecture, scheduling, and accounting. The team provides delay analysis on major projects around the world, including buildings, infrastructure, power and utilities, and oil and gas works.

Requirements

• Bachelor’s degree or foreign equivalent in Building Construction, Technology Project Management, Civil Engineering, or a related field and 5 years of relevant experience in an engineering or engineering consulting role related to civil, mechanical, or industrial engineering; or a master’s degree or foreign equivalent in one of those fields and 3 years of relevant experience in such a role.
• 3 years of experience using Primavera and MS Project scheduling software.
• 3 years of experience analyzing complex data sets using advanced Excel, including pivot tables, Power Pivot, macros, and graphical visualization.
• 3 years of experience using cost-estimating software, specifically RS Means or Xactiexcemate.
• 3 years of experience in forensic analysis, including critical path method delay analysis and construction damages analysis and quantification.
• 3 years of experience analyzing complex construction schedules, identifying project delays, and applying industry-accepted critical path method schedule analysis methodologies in litigation or dispute resolution scenarios.
• 3 years of experience evaluating parties’ contractual obligations, performing comprehensive fact-based assessments, and developing construction damage models using industry-accepted methodologies in litigation or dispute resolution scenarios.
• Ability to work in the Houston, Texas office three times per week and telecommute two days per week.
• Ability to travel domestically 10% of the time.
