Requirements

  • Degree in Engineering, Science or a related discipline together with seven years’ related experience in regulatory compliance, quality assurance/quality control; or
  • Diploma in a related field of study together with ten years’ related experience in regulatory compliance, quality assurance/quality control
  • Experience in a management capacity in a large, unionized government or private sector organization
  • Experience in business management, planning, budgets and finance
  • Demonstrated knowledge of the various components of human resource management
  • Knowledge of and ability to interpret applicable municipal by-law, provincial legislation and related regulations

Responsibilities

  • Responsible for all aspects of overall development, administration, and supervision of the Laboratory Testing Services Unit and the Municipal Drinking Water Licensing Program.
  • Participate, as part of the Infrastructure, Development & Operations Department Management Team, in the development and implementation of the Department’s strategic plan as it relates to the Compliance & Quality Control Section.
  • Responsible for the ongoing development of the Division’s emergency plan and annual emergency testing.
  • Ensure Internal and External Auditing of the QMS and risk assessments are carried out on the Drinking Water System and reporting of results to the Owner’s Representative and City Council.
  • Ensure compliance with Safe Drinking Water Act (SDWA), and for the development, implementation, maintenance and auditing of the Operational Plan in accordance with the MOE Drinking Water Quality Management Standard (DWQMS), Director Directives and Accreditation protocol, including Quality Management System (QMS), document controls, procedures, and assorted standard operating procedures identified in the QMS.
  • Ensure compliance with applicable federal and provincial regulations, under Wastewater Systems Effluent Regulations and Ontario Water Resources Act for environmental monitoring, sampling, testing and reporting.
  • Ensure compliance with the Ontario Health and Promotion Act for Small Drinking Water Systems under Regulation 319/08 for systems operated by The City of Thunder Bay.
  • Manage the City’s Sewer Use Control Program and By-law in accordance with applicable Provincial Legislation/Regulation.
  • Responsible for the development, administration, maintenance, auditing and continual improvement of the QMS as per the quality management/quality assurance control programs in accordance with applicable legislation and regulations for the Division.
  • Liaise with MOE compliance officer, Thunder Bay District Health Unit Inspectors, Environment Canada Compliance officer, DWQMS auditors and accreditation body, consultants, regulatory agencies, peers, senior management, and the public.
