About The Position

The Manager, Community Events leads the strategy, planning standards, and enterprise-wide compliance framework for compliant, educational community events that support Medicare beneficiary awareness and outreach across all Better Health Group markets. This role owns the function, sets the operating model, and develops a team of Community Events Specialists who execute event activity independently within their assigned regions. The Manager establishes scalable standards and performance expectations to ensure consistent, high-quality event execution, measurable return on investment, and full compliance with applicable CMS Medicare marketing regulations (42 CFR Part 422/423 Subpart V), Anti-Kickback Statute (AKS) requirements, and Better Health Group’s internal compliance policies. The Manager serves as the enterprise-level compliance authority for the events function, owning the regulatory framework within which all Specialists operate and serving as the primary escalation point for compliance questions and issues.

Requirements

  • High School diploma or equivalent required
  • 5+ years of experience in event planning, community marketing, or outreach, preferably in healthcare, insurance, or value-based care
  • 1+ year(s) of experience leading or managing a team
  • Working knowledge of CMS Medicare marketing regulations (42 CFR Part 422/423 Subpart V), Anti-Kickback Statute requirements, CMS event-type rules, and OIG beneficiary inducement guidance required or willingness to develop this knowledge immediately upon hire
  • Proficiency in Salesforce or a comparable CRM; ability to analyze data and generate reports
  • Familiarity with project management tools (e.g., Monday.com, HubSpot)
  • Proficient with Google Suite (Drive, Docs, Sheets, Slides) for real-time collaboration
  • Proven ability to manage multiple projects simultaneously, delivering results on time and within budget
  • Strong relationship-building skills with brokers, vendors, community partners, and internal stakeholders
  • Excellent organizational and time-management skills with strong attention to detail

Responsibilities

  • Own the enterprise community events strategy across all Better Health Group markets, setting direction on event types, target audiences, and programming priorities in alignment with patient education, market awareness, and community outreach objectives.
  • Oversee the planning and execution of community events in the individual assigned territory and across managed regions, including broker engagement sessions (25–100 attendees) and large-scale events (up to 200+ attendees), providing guidance to Specialists on venue selection, event timelines, and vendor management.
  • Establish and maintain the enterprise event classification framework distinguishing educational events from marketing events consistent with CMS definitions (42 CFR §§ 422.2268, 423.2268), and ensure all Specialists apply this framework consistently across regions.
  • Ensure events across individual assigned territory and all markets are delivered on time, within budget, on brand, and in full compliance with CMS marketing regulations and AKS requirements.
  • Serve as the escalation point for complex, novel, or compliance-sensitive event challenges that exceed regional Specialist authority; partner with the compliance team on resolution.
  • Lead, coach, and develop a team of Community Events Specialists, setting clear performance expectations and ensuring accountability for regional outcomes, budgets, and regulatory compliance.
  • Provide ongoing feedback, training, and professional development to drive team effectiveness, including role-specific training on CMS Medicare marketing regulations, AKS requirements, event-type rules, and beneficiary inducement limits.
  • Ensure every Community Events Specialist maintains current, working knowledge of applicable CMS and OIG compliance requirements as they pertain to community event activities and broker engagement.
  • Establish clear escalation protocols so Specialists know when to bring compliance questions, novel broker arrangements, or potential regulatory issues to the Manager and compliance team before proceeding.
  • Set and enforce the enterprise framework for broker engagement at events: define permissible arrangements, ensure no remuneration flows to or from brokers in connection with patient referrals beyond CMS-regulated broker compensation, and ensure all event co-presence with brokers is either (a) structured as a non-exclusive educational arrangement with no enrollment activity, or (b) a properly classified and notified marketing/sales event.
  • Oversee co-sponsored event partnerships with partners, ensuring all arrangements are documented at fair market value, free from referral-contingent terms, and reviewed by the compliance team prior to execution.
  • Collaborate with internal stakeholders to maximize compliant event participation and engagement across markets.
  • Establish and maintain event planning standards, templates, and workflows across all markets, incorporating compliance requirements as a non-negotiable component of all standard operating procedures.
  • Ensure consistent use of CRM systems (e.g., Salesforce) to track event activity, leads, and outcomes in accordance with enterprise standards, HIPAA requirements, and CMS data use rules.
  • Monitor and report on event ROI across regions, including attendance, educational engagement, post-event appointment scheduling, and outreach reach; surface compliance activity and open regulatory items to leadership alongside performance metrics.
  • Develop and share enterprise event calendars and market strategies with Growth and Marketing leadership, flagging any market-level compliance considerations.
  • Oversee event budgets across individual assigned territory and all markets, ensuring cost-effective execution and appropriate regional resource allocation.
  • Review and approve cost-sharing or co-sponsorship arrangements proposed by Specialists, ensuring all financial arrangements with health plan partners and external parties are at fair market value, documented in writing, and free from any referral-contingent terms that could implicate the AKS.
  • Identify opportunities for cost-sharing or efficiency improvements that are compliant with AKS requirements and CMS financial guidelines.
  • Ensure compliance with company policies, CMS financial guidelines, and AKS requirements across all event-related expenditures, including adherence to beneficiary inducement limits established under CMS and OIG guidance.
  • Own the enterprise-wide Medicare regulatory compliance framework for the community events function, including policies and standards governing CMS event-type classification, beneficiary inducement limits, marketing material approval processes, unsolicited contact rules, and AKS-compliant broker and partner engagement.
  • Establish and maintain the enterprise process for CMS marketing material review and approval, ensuring materials distributed to Medicare beneficiaries at events comply with applicable CMS guidelines and receive required health plan or CMS review before use.
  • Partner with Better Health Group’s compliance team to stay current on regulatory developments affecting community events and broker engagement; translate updated guidance into actionable standards for the Specialist team.
  • Review and approve any novel or ambiguous event arrangements, broker relationship structures, or cost-sharing agreements escalated by Specialists, in consultation with the compliance team as appropriate.
  • Ensure event documentation standards are in place and followed across all regions, maintaining records sufficient to demonstrate compliance in any audit or regulatory review.
  • Lead or coordinate compliance training for the Specialist team as required by Better Health Group policy and in response to regulatory updates.
