About The Position

This position is responsible to manage and deliver a range of projects that support the development of and enhancements to the Municipality’s transportation and infrastructure systems and facilities, as required. This position will provide oversight, technical expertise and leadership with a focus on capital projects from conception through design, approvals and construction. In addition, this position will also be key in analyzing engineering concepts, conducting reviews and making recommendations for the maintenance of transportation and infrastructure in the Municipal rights-of-way.

Requirements

4 year University degree in an applicable Engineering Discipline (Civil, Environmental or Transportation) from a recognized University
Membership as a registered Professional Engineer (P.Eng.) in good standing is required.
Minimum of 5 years of progressive experience in project management including leading multiple capital and or infrastructure projects from feasibility to completion including practical related experience in transportation/municipal infrastructure/traffic planning, design and construction
Minimum of 5 years progressive experience supervising in a unionized environment
Experience in working in public sector or comparable multi-stakeholder environment working with regulations and legislation governing design, approvals and construction in Ontario, familiarity with the various construction contracts, etc.
Demonstrated leadership, communication, interpersonal and negotiation skills.
Experience measuring project performance to determine & define project scope and objectives, manage detailed project schedules and work plans, identify areas for improvement and process recommendations, manage budgets and tracking costs, etc.
Experience in providing project updates on a consistent basis, as required, including development of project strategy, adjustments, progress reporting and risk assessment.
Demonstrated experience in utilizing and establishing industry best practices, techniques, and standards throughout entire project execution.
Demonstrated experience in time management and organizational skills with a keen sense for accuracy and attention to detail.
Experience demonstrating integrity; adhere to professional standards, regulations and corporate policies and procedures (e.g., Code of Conduct).
Valid Class G Ontario drivers’ license
Thorough knowledge of, and the ability to interpret and administer a variety of regulations, acts, contractual agreements, policies and guidelines pertaining to the operation of the Operations Department
Good knowledge of municipal services in the areas of road, transportation, water and wastewater, treatment, distribution & collection systems and facilities
Knowledge of OHSA and health and safety requirements and responsibilities
Must be computer literate and knowledgeable in Windows and Microsoft Office environment.
Must be proficient in customer service to work with both internal and external clients and coworkers.
Strong technical writing skills are required including technical writing and preparation of reports to Council.
Evaluate, monitor and assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and resolve the problem, or make recommendations to the Leader that are aligned with the vision and values of the organization.
Make design decisions in keeping with accepted standards and Provincial and Municipal policies and guidelines.
Develop strategies to maximize utilization of staff and resources for each project.

Demonstrate tact and discretion in handling matters of a confidential or politically sensitive nature and to maintain confidentiality.

Directly supervise Civil Engineering Technologist and Project Coordinator positions
Coordinate the actions of others and/or to obtain necessary cooperation to achieve accomplishment of overall organizational goals and objectives.
Review and direct the work of staff and consultants including overseeing the planning, implementation and tracking of capital projects for the Operations Department (Engineering & Infrastructure, Water Management, Drainage and Public Works)
To encourage, promote and support professional and employee development through training, education, coaching and mentoring including all areas related to requirements under the Occupational Health and Safety Act and associated legislation, accessibility standards and all federal and provincial legislation and Municipality of Lakeshore policies and procedures.
Assist in establishing goals and objectives for the division.
Accountable for health and safety responsibilities of staff; must ensure compliance with OHSA as well as Municipality of Lakeshore’s Health and Safety policies and procedures including WHMIS.
Assist in recruitment, training, setting objectives, vacation scheduling, lieu and flex time approval, etc.
Complete performance evaluations of staff and monitors attendance.
Identify and assist in addressing the professional needs of staff.
Provide input on the budget as it relates to the projects.
Manage capital project budgets as approved by Council.
Assist in setting service level goals and monitor against financial targets as approved by council by project.
Assist in managing department projects/programs as required.
Develop, present, implement, monitor and evaluate annual project budgets as requested by the Executive Director – Infrastructure Service, CAO and Council
Project financial variances as part of the monthly or quarterly review by project; monitor and control budgets in conjunction with finance staff.

Must have strong organizational and leadership skills. Must have proven ability to establish and maintain effective working and leadership relationships with a diverse group of stakeholders and must be able to effectively manage multiple projects concurrently.
Must have excellent communication skills, both oral and written to provide advice and direction to Council, staff and the general public. Must also have strong skills in networking and relationship building internally and externally.
Daily contact with members of the Operations Team including Leaders, office staff and external consultants and contractors.
Handle questions from the public and/or consultants, local and government approval agencies to provide information.
Daily contact with public to provide information on Municipal services and projects.

Responsibilities

Capital project management includes the design and implementation of infrastructure projects consistent with strategic plans and in support of the Municipality’s Official Plan, Transportation Master Plan, other master plans, technical standards, industry best practices, and Council’s priorities in support of multi-modal infrastructure improvements to ensure the safe and efficient movement of pedestrians, cyclists, and motorists.
Performs a range of engineering and project management duties including design; property taking; document preparation; specifications; contract administration; budgetary oversight; cost estimates; scheduling; and report writing.
Provide project management for infrastructure renewal and expansion, including the supervision of consultants and/or Project Managers in the planning, construction and commissioning of works
Researches, analyzes, interprets, studies technical information and makes conclusions and diagnoses problems based on a sound understanding and application of engineering principles
Works with engineering staff and consultants and liaises with internal departments and external contacts including member municipalities, regulatory agencies and the general public
Provide technical expertise in conjunction with a highly skilled and innovated Operations Team of Leaders & Staff that delivers high quality services
Preparing and reviewing project design, developing project cost estimates, administering tender and contract documents, preparing reports to Council and provides contract administration through construction
Facilitate and prepare estimates and forecasts for projects to be included in the maintenance and capital budgets.
Monitor project budget performance, including engineering, construction costs and revenue.
Participate in the development and/or updating of Rate Studies to ensure all revenue sources are taped to provide financial sources for Operating, Capital and Life Cycle costs.
Responsible for the management and supervision of technical staff as required to undertake project designs and execution including construction management.
Act as a subject matter expert in matters pertaining to the Municipality’s transportation systems and infrastructure, safety, active transportation, other policy matters and industry best practices, and works in tandem with stakeholders in transportation services, planning, operations, engineering and finance to support the transportation policy goals of the Municipality and reflects this in the delivery of capital infrastructure projects.
Regularly track and monitor the progress on projects to ensure that a high level of customer service is maintained.
Proactively manage schedule and financial dependencies to safeguard project milestones and maintain fiscal discipline.
Work with consultants, staff and customers to design projects that serve the needs of the community.
Develop, input and defend submissions to Ministry of Transportation and Ministry of the Environment for approvals.
Develop and recommend unique and innovative methods to design, undertake, or manage projects.
Maintain the required communication and a good relationship with Community and Government Agencies
Coordinate and/or attend public meetings, represent management on various committees and provide liaison with the general public to review proposed projects.
Preparation and presentation of reports/documents for Council meetings and/or to the general public. Chair public meetings for potentially contentious infrastructure changes or assessments
Prepares project contract tenders and request for proposals for procurement of municipal projects and external services.
Comply with Ontario Health and Safety Act as well as the Municipality’s Health & Safety Policies and Procedures including WHMIS.
