About The Position

Halton Region is seeking a Manager, Capital Asset Budget & Reporting to oversee the development and implementation of the Region’s long-term Financial Plan, Asset Management Plan, and annual Capital Budget and forecast. This role involves managing variance reports, bid/staff reports, debenture issuance, and external capital funding applications, while ensuring compliance with governing legislation and policies. The position is eligible for the Hybrid Work Program, requiring a minimum of three days per week onsite.

Requirements

  • Degree in Finance, Economics or Business.
  • A professional accounting designation, MBA or MA.
  • Five (5) years of experience in the financial field in a progressive supervisory capacity.
  • Demonstrated leadership, planning and problem solving skills in delivering high-profile corporate projects while motivating and coordinating multi-disciplined professionals and cross-departmental staff.
  • Ability to learn and adapt to change with a proven capacity to build and sustain customer-oriented business structures and processes.
  • Extensive experience in project management, financial modelling and productivity in high demand work periods.
  • Must have resource management experience and excellent communication skills.
  • Must excel at report writing and delivering presentations.

Responsibilities

  • Lead and manage Halton’s ten-year capital budget preparation and implementation.
  • Develop and monitor long-term financial plans (including the development of financial models) to ensure the Region’s state of good repair capital programs are supported by long-term sustainable financial plan, in accordance with Council approved financing policies and in support of the Strategic Action Plans.
  • Provide financial supervision and effective co-ordination of the updates and/or implementation of the Region’s Asset Management Plans.
  • Provides input into the updates of Halton’s capital financing policy and advises departments on the financial policies and Council guidelines relating to project implementation within user departments.
  • Manage semi-annual capital variance and closure reports and related analysis.
  • Oversees reserve and reserve fund maintenance and transactions in accordance with Council approved policies.
  • Oversees the Regions debenture issuance process, including consultations with multiple parties including Local Municipalities and the coordination of document preparations required for the successful completion of debenture issues.
  • Supervises maintenance of the long-term debt model, monitoring of the Region’s debt capacity ratios, and undertakes related analysis.
  • Maintain efficient and effective business processes and best practices to prepare implement and monitor annual capital budget and financing.
  • Provide financial coordination for capital funding applications to upper tier governments.
  • Facilitate internal/external reporting requirements (Provincial/Federal funding reports, including Gas tax, municipal infrastructure funding, Tangible Capital Assets etc.).
  • Manage policy research, analysis and presentations for senior management and Council’s consideration.
  • Manage, guide and train/develop staff resources within the Capital Budget section.
  • Performs project management for special projects, as required.
