About The Position

The Manager, Business Systems, leads the business systems, collaboration platforms, and operational support that enable Enterprise Growth and proposal-development activities. The role serves as the department’s primary business technology liaison, partnering with Information Solutions, proposal leadership, content owners, Human Resources, Identity and Access Management, external consultants, and other stakeholders to translate operational needs into secure, scalable, and user-friendly solutions. This manager-level role oversees day-to-day platform operations, proposal and RFx workspaces, Microsoft SharePoint, Microsoft Teams, Microsoft 365 tools, workflow solutions, reporting, documentation, user support, training, and consultant lifecycle coordination. The position provides direct supervision to staff, establishes service standards, resolves operational issues, and supports continuous improvement while maintaining appropriate escalation to senior leaders for strategic decisions, enterprise architecture, policy exceptions, or material business risks.

Requirements

  • Bachelor’s Degree in information technology, computer science, information systems, business, or a related discipline; equivalent relevant experience may be considered.
  • 3 or more years of experience leading projects, operational workstreams, vendors, consultants, or people.
  • 7 or more years of progressive experience in business systems, platform operations, SharePoint / Microsoft 365 administration, technology delivery, or a related business-technology function.
  • Demonstrated ability to manage business systems, collaboration platforms, and service operations in a deadline-driven business environment.
  • Experience administering or supporting SharePoint, Microsoft Teams, Microsoft 365, workflow tools, permissions, document libraries, and collaboration workspaces.
  • Experience translating business processes and requirements into practical technology, workflow, reporting, documentation, and training solutions.
  • Experience with process improvement, change management, user adoption, content governance, taxonomy, metadata, search, retention, archiving, and information management practices.
  • Working knowledge of IT service management, identity and access management, change control, security, privacy, and policy-exception processes.
  • Strong written, verbal, presentation, analytical, organizational, stakeholder-management, and people leadership skill.

Nice To Haves

  • Knowledge of proposal, RFx, healthcare, Medicaid, managed care, corporate development, or similar regulated operational environments preferred.
  • Familiarity with Power Automate, Power BI, Power Apps, Copilot or other AI tools, and comparable workflow, reporting, automation, and knowledge-management tools preferred.

Responsibilities

  • Manage the Business Services function, including priorities, service standards, operating procedures, escalation paths, workload planning, and day-to-day service delivery.
  • Serve as the primary departmental liaison for business systems, collaboration platforms, access coordination, and operational technology support.
  • Translate business needs into requirements, solution options, workplans, and recommendations that support timely decisions and effective execution.
  • Maintain governance for platform ownership, documentation, permissions, retention, archiving, recurring operations, risks, dependencies, and service issues.
  • Manage the technology and operating support required for Medicaid, Business Development, Enterprise Growth, proposal, and RFx activities.
  • Establish and support Microsoft Teams channels, SharePoint workspaces, collaboration sites, document libraries, templates, and related tools used for active opportunities.
  • Coordinate with proposal managers, production, capture planning, content owners, SMEs, consultants, and Information Solutions partners to resolve workflow, access, and technology barriers.
  • Support organized, secure, and submission-ready proposal environments by monitoring milestones, requirements, decisions, dependencies, compliance needs, and related risks.
  • Oversee the operational health, administration, and continuous improvement of departmental SharePoint, Microsoft Teams, Microsoft 365, workflow, reporting, knowledge-management solutions, site collections, pages, lists, libraries, document sets, wikis, web parts, workflows, alerts, navigation, and templates.
  • Coordinate permissions, groups, access requests, ownership, storage, retention, archiving, and technical escalations in accordance with organizational policies.
  • Lead or oversee enhancements from intake and requirements through design, testing, implementation, adoption, and support.
  • Maintain dashboards, operational reports, process documentation, data definitions, and quality controls that provide useful visibility to leaders and stakeholders.
  • Supervise, coach, and develop direct report(s) through clear expectations, feedback, workload planning, cross-training, and development opportunities.
  • Establish backup coverage for critical processes and reduce dependency on individual subject-matter expertise.
  • Coordinate technology and administrative support for external consultants, including onboarding, access, training, periodic renewals, engagement support, and decommissioning.
  • Ensure timely user support, troubleshooting, communication, and escalation for associates, leaders, proposal contributors, and consultants with varying levels of technical proficiency.
  • Plan and deliver onboarding, role-based training, job aids, demonstrations, FAQs, and communications for associates, proposal contributors, and consultants.
  • Promote adoption of SharePoint, Microsoft Teams, Microsoft 365, workflow tools, reporting solutions, and departmental operating standards.
  • Maintain SOPs, process libraries, technical documentation, requirements, process flows, permission matrices, and knowledge resources.
  • Identify opportunities to simplify workflows, improve information accessibility, strengthen solution quality, and increase support effectiveness.
