About The Position

Arlington County’s Department of Human Services (DHS) is seeking a Management Specialist for the Behavioral Healthcare Division (BHD). BHD delivers community-based mental health and substance use services to Arlington County residents, including outpatient treatment, case management, crisis response, and recovery supports. This position supports BHD operations and program administration through coordination of projects, budget monitoring, funding oversight, performance tracking, and operational analysis. The Management Specialist works closely with division leadership to promote effective service delivery, ensure compliance with funding and reporting requirements, and maintain efficient internal systems and processes.

Requirements

  • Bachelor's degree in Business Administration, Public Administration, Human/Social Services or a related field, plus Some experience in public administration and general research in public policy in a healthcare or a related human services environment.
  • Additional qualifying experience can be substituted for the educational requirement.
  • A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history.
  • Must complete pre-hire federal background check and State of Virginia Central Registry check.
  • Employees will not be hired by the County to provide or support services to the team or program in which they are current clients: You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).
  • At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.

Responsibilities

  • Assisting in the planning, development, implementation, and administration of division projects, programs, and services
  • Monitoring, researching and analyzing operational performance and identifying trends, risks, or process improvement opportunities to document findings and recommend issues
  • Preparing reports, program updates, and supporting documentation for internal and external reporting requirements
  • Assisting with development and monitoring of division and program budgets supported by multiple funding sources
  • Tracking expenditures and revenues to ensure accuracy and accountability
  • Monitoring compliance with funding requirements, reporting deadlines, and allowable cost guidelines
  • Maintaining documentation to support audits, internal reviews, and performance monitoring activities
  • Developing and maintaining tools to track performance measures, milestones, and deliverables
  • Assisting with routine purchasing activities, including preparation of requisitions, tracking purchase orders, and monitoring vendor payments in accordance with County procedures
  • Providing technical assistance to staff regarding operational processes, reporting requirements, and data tracking tools
