We are seeking a highly motivated and technically sound Management Analyst - Subject Matter Expert I (SME I) supporting Digital Identity or Knowledge Management/Oversight for our Transportation Security Administration, Trusted Traveler & Credentialing Integrated Program Management Support Services client. This position is contingent upon award. The SME I serves as a senior technical and functional advisor providing high-level expert guidance, technical assistance, policy analysis, and oversight support across TSA Trusted Traveler & Credentialing (TTC) programs. The position focuses on advancing Digital Identity and Identity, Credentialing, and Access Management (ICAM) capabilities, or driving comprehensive Knowledge Management, oversight, policy/process analysis, and program documentation across TTC initiatives.

Requirements

  • Minimum of a Master’s Degree from an accredited institution.
  • Minimum of ten (10) years of relevant professional experience, including experience providing expert advice, assistance, guidance, or consultation to Government organizations in support of complex programs or projects.
  • Domain Focus: Demonstrated experience in at least one of the following domains: Digital Identity & ICAM: Identity verification technologies, credentialing, digital identity frameworks, REAL ID, or biometric/touchless technology initiatives. Knowledge Management & Oversight: Developing robust knowledge management frameworks, technical writing/editing, SOP creation, governance oversight, and process documentation.
  • Experience with policy/process analysis, DHS/TSA directives, privacy requirements (PII/SPII handling, PTAs, PIAs), and regulatory compliance.
  • Excellent writing, communication, and presentation skills with demonstrated ability to author complex program documentation and executive-level briefing packages.
  • Strong background in stakeholder coordination across technical, operational, and executive leadership teams.
  • Must be able to successfully pass and maintain TSA Personnel Security suitability determinations.
  • Ability to complete all required annual government training (e.g., TSA On-Line Learning Center modules).
  • Knowledge of Section 508 formatting standards for electronic deliverables

Responsibilities

  • Provide high-level technical expertise in Digital Identity, ICAM, REAL ID, digital credentialing, Touchless ID, and modern identity verification capabilities across traveler and transportation worker programs.
  • Support the design, documentation, and optimization of identity data flows, credential usage, workflow dependencies, and decision support processes for traveler vetting operations.
  • Evaluate policy, operational, privacy, security, and technical considerations for modernizing digital identity systems.
  • Provide expert advice on integrating industry best practices, new technologies, and customer experience enhancements for secure identity solutions.
  • Provide high-level guidance for program governance, quality oversight, records management, and standard operational alignment across divisions.
  • Oversee the development, organization, maintenance, and continuous improvement of Standard Operating Procedures (SOPs), job aids, process maps, knowledge articles, and templates.
  • Support policy analysis, policy development, technical editing, and document review to ensure accuracy, quality, and compliance with DHS/TSA standards.
  • Ensure knowledge products meet federal records management requirements (including TSA MD 200.7), Section 508 accessibility compliance, and privacy/security mandates.
  • Prepare high-level decision papers, issue briefs, white papers, analyst reports, executive briefings, and status materials for government leadership and governance forums.
  • Collaborate and coordinate with government leads, technical teams, program offices, contact centers, and inter-agency partners to advance program goals.
  • Support risk management, issue tracking, mitigation strategies, and quality control reviews for programmatic and contractual deliverables.
