About The Position

Work involves reviewing systems, procedures and operations to assist management in operating more efficiently and effectively. This position is responsible for coordinating the gathering, development, and documentation of user requirements; the review, assessment, and development of business processes; the validation of user acceptance testing; the performance of post-implementation support of systems; and research and special project support provided to users. Work also includes planning, developing and implementing Regulatory Services Division (RSD) program initiatives and action plans, providing consultative services and technical assistance to statewide program management staff, governmental agencies, community organizations, and/or the general public.

Requirements

  • Management analysis experience with primary focus on IT systems and process analysis second.
  • Knowledge of: local, state, and federal laws, requirements, and standards related to the health care facilities and providers regulated through the HHSC Regulatory Services Division program; software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and project management principles and practices.
  • Skill in: business analysis methodologies; analyzing and evaluating complex information technology programs, policies, and issues; and developing creative and workable solutions to complex problems and issues.
  • Ability to: analyze and interpret technical information including regulations, policies, and automation system documentation/specifications; communicate in writing; translate user/business needs into a technical style; communicate technical instructions to system users; analyze, evaluate, and integrate business rules into system requirements; exercise sound judgment in making critical decisions; communicate effectively; and supervise the work of others.

Responsibilities

  • Oversees the development and implementation of effective techniques for evaluating RSD IT operations and business process; identifies the needs for improvement in RSD operations; and provides guidance to staff in the development and integration of new methods and procedures.
  • Coordinates and/or analyzes user requirements, procedures, and problems to automate or improve existing systems; and coordinates and/or analyzes system capabilities, workflow, and scheduling limitations.
  • Provides consultative services and technical assistance to plan, implement, and monitor effective programs and services; oversees the analysis of program policies and procedures to determine their effect on systems and system functional areas.
  • Establishes long-range Division IT hardware and software objectives and specifies the strategies and actions to achieve them; works with RSD Program Automation Coordinators to ensure statewide adoption of hardware and software.
  • Reviews and validates RSD IT software development test cases; processes change requests; and manages a project’s scope, acceptance, installation, and deployment.
  • Provides complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives.
  • Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
  • Oversees the collection, organization, analysis, and preparation of materials in response to requests for operational information and reports.
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
