About The Position

The City of Richmond Department of Public Utilities is seeking a detail-oriented and dependable Management Analyst to provide clerical and administrative support to the Construction Program within the Gas Division. This position is essential in ensuring project documentation is accurate, complete, and properly routed, while maintaining strong coordination with internal teams and external contractors. The ideal candidate will be detail-oriented, have strong organizational skills, and the ability to manage and track a variety of administrative tasks related to capital construction projects.

Requirements

  • Bachelor's degree in business/public administration or field related to assignment
  • Two years of journey-level professional experience in area related to assignment, such as experience providing administrative, clerical, or program support in a construction, engineering, utility, or public works environment.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
  • Strong organizational skills and attention to detail.
  • Ability to communicate clearly and professionally in both written and verbal formats.
  • Capable of working independently and managing multiple routine tasks simultaneously.
  • Familiarity with construction or utility documentation (e.g., plans, permits, redlines, as-builts).
  • Experience working with document control systems, GIS, customer information systems CIS, ENERGOV, or work management platforms.
  • Previous experience supporting field inspectors, contractors, or engineering teams.

Responsibilities

  • Coordinate with internal and contractor personnel to support meter scheduling, changes, and updates by inputting data in appropriate reporting databases, spreadsheets, and related software applications.
  • Receive and organize project packages from Engineering, verifying all necessary documents are included for release to construction.
  • Assemble, print, and distribute construction documentation to contractors and inspection personnel.
  • Maintain project files (digital and paper) throughout the construction lifecycle, ensuring they are accurate, complete, and accessible.
  • Track the status of projects under construction using internal tracking tools or spreadsheets.
  • Support monitoring and management of project expenditures based on inspector input and contractor invoicing.
  • Coordinate with inspection staff to collect and file field documentation, including photos, reports, and as-builts.
  • Maintain checklists and timelines to ensure all closeout documentation is submitted, reviewed, and archived.
  • Prepare and update status reports, summaries, and basic data entry in support of program reporting.
  • Respond to internal and external information requests related to project documentation or status.
  • Assist with drafting routine correspondence, standard forms, and filing regulatory paperwork.
