About The Position

Performs a variety of unskilled and semi-skilled maintenance duties, repair, and general construction work in the Public Works Department, Street Division; and performs other related work as assigned. This role involves maintaining safe and well-kept city streets and facilities, demonstrating a strong work ethic, following safety procedures, and working effectively as part of a team. The position supports the City of Bell’s commitment to community and initiatives like the RISE campaign, contributing to infrastructure that promotes a safe, inclusive, and thriving community.

Requirements

Equivalent to High School Diploma or GED.
One year (1) of experience performing heavy manual labor preferably in public works construction or any combination of training and/or experience that could likely provide the desired knowledge and abilities.
Knowledge of operations, services, and activities of a Public Works maintenance program.
Knowledge of uses of basic hand and power tools; basic construction and maintenance materials, methods, and terminology; basic safety considerations of work.
Knowledge of operational characteristics of equipment used in street maintenance.
Knowledge of City codes with respect to the repair and installation of equipment in the public right-of-way.
Knowledge of the proper care and handling of materials and equipment used in public works maintenance.
Knowledge of basic maintenance methods and techniques in the areas of plumbing, carpentry, painting, minor electrical work, concrete, asphalt, landscaping, tree trimming, and irrigation systems.
Knowledge of building materials used in public works maintenance.
Knowledge of methods and techniques of providing quality customer service to City staff and members of the public.
Knowledge of the City’s safety policies and procedures.
Ability to perform heavy manual labor.
Ability to use basic hand and power tools.
Ability to perform simple maintenance repairs and construction-related tasks.
Ability to perform unskilled and semi-skilled maintenance duties in assigned area including installation street signs, street repair, and traffic control.
Ability to determine the amounts and/or quantities of materials needed for repair work.
Ability to use a variety of hand and power tools in a safe and effective manner.
Ability to respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner.
Ability to communicate clearly and effectively, both verbally and in writing.
Ability to understand and follow oral and/or written policies, procedures, and instructions.
Ability to follow the City’s safety policies and procedures.
Ability to establish and maintain effective working relationships with those contacted in the course of work.
Ability to determine and use a wide variety of tools and equipment used in public works construction.
Ability to operate light and medium duty equipment such as skip loader, backhoe, trucks, jack hammers, paint compressors, chippers, and sewer machines, etc.
Ability to obtain and retain a California Class C driver’s license by the time of appointment.
Ability to acquire a California Class “B” Commercial Driver’s License by the end of probationary period depending on the type of equipment used.

Nice To Haves

Ability to maintain availability on a 24/7 basis as determined by supervisor or manager.
Participating in the after-hours call-out rotation related to all city incidents, this may include weekends and holidays.

Responsibilities

Performs template painting of traffic regulatory signs, symbols, zone and other curb and street markings.
Installs or replaces street signs; installs poles and V channels.
Patches streets with asphalt; loads asphalt and delivers it to job sites.
Performs rough concrete work for curbs, gutters, sidewalks, and pathways.
Picks up trash and debris from City facilities; removes fallen tree branches and palm fronds from streets.
Collects trash daily and places the debris in garbage dumpsters.
Operates a variety of light- and medium-duty equipment.
Cleans and cares for tools and equipment.
Performs minor maintenance work on equipment and facilities.
Assists other division crews and departments as needed.
Trims trees; clears brush; runs electrical cable; and moves equipment.
Cleans sewer lines with rodding machine; flushes lines with water; cleans storm drains and gutters.
Ensures compliance with the City’s safe working policies and conditions.
Cleans work areas to maintain a safe working environment daily.
Assists in setting up facilities for meetings and other events including City Council meetings as needed.
Operates a city vehicle and is responsible for its safe operation and reporting and observed maintenance needs.
Performs other related duties as assigned.
