About The Position

The Dakota County Community Development Agency (CDA) is seeking a full-time Maintenance Technician to join their Property Management department. This department oversees the leasing, management, and maintenance of over 2,900 units of housing throughout Dakota County. The Maintenance Technician will be part of a team of 17 maintenance staff, responsible for a portfolio of properties. This role requires independent decision-making to prioritize work orders and complete daily tasks, utilizing technical skills in mechanical, plumbing, heating, ventilation, air conditioning, electrical systems, light carpentry, and lock repair. Overtime and additional compensation are provided for on-call rotations. The CDA is a leader in affordable housing and community development programs, administering the fourth largest Housing Choice Voucher program in the state. The agency has six departments: Administration, Community & Economic Development, Finance, Housing Assistance, Housing Development, and Property Management. This role contributes to the mission of improving the lives of Dakota County residents.

Requirements

  • A combination of related education and experience to total four years.
  • A Special Boiler's License.
  • A valid driver's license and a generally clean driving record.
  • Minor traffic violations may be considered.
  • Knowledge of single and multi-family residential maintenance and repair methods, tools, and materials.
  • Knowledge of structural, mechanical, plumbing, heating, and electrical systems, and lock repair and sheetrock repair.
  • Knowledge of local, state and federal building codes.
  • Knowledge of Data Privacy Laws, Fair Housing Laws, and Davis-Bacon Labor Standards.
  • Ability to perform physical labor required in execution of maintenance duties including: lifting, climbing, bending, kneeling, squatting, standing, sitting and walking.
  • Ability to work on ladders, roofs (of varying heights), in mechanical rooms, basements, attics, and other adverse places.
  • Ability to lift/push/pull/carry/use tools, equipment, appliances, etc., as necessary to inspect, repair, replace, or install.
  • Ability to evaluate and resolve maintenance issues and work cooperatively with the Maintenance Manager in the coordination of maintenance activities.
  • Ability to properly utilize and maintain tools and maintenance equipment.
  • Ability to properly utilize technology such as cell phones and a tablet computer to access work order database (Yardi).
  • Ability to obtain a "Refrigerant Transition and Recovery Certification - Type II".
  • Ability to work independently, organize workload and set priorities.

  • Ability to enter confined spaces such as basements and attics.
  • Ability to push or pull up to 20 lbs to move equipment, appliances, open and close doors, etc.
  • Ability to reach above shoulder to perform routine maintenance/repairs, stock and remove equipment, parts, etc.
  • Ability to climb and balance on ladders to perform routine maintenance/repairs.
  • Ability to grasp/grip/turning handle tools and equipment to perform routine maintenance/repairs.
  • Ability to lift/carry supplies, replacement parts, ladders, etc. up to 20 lbs.
  • Candidates must pass a 10-year criminal history check, driving check, and a physical examination prior to employment.

Nice To Haves

  • Certified Residential Maintenance Technician (CRMT) designation preferred, but not required.

Responsibilities

  • Perform maintenance work on all CDA owned and/or managed properties.
  • Evaluate work order requests, determine the best approach to fixing problems and take action, including authorized purchase of replacement parts and tools.
  • Schedule appointments with residents to complete work, if necessary.
  • Determine if any work order requests are covered under warranty, if so, refer requests to supervisor.
  • Perform all required maintenance repairs to CDA-owned properties including: carpentry, masonry, plumbing, electrical, flooring, appliances, mechanical, HVAC, locks, sheetrock, as well as, routine and preventative maintenance.
  • Install new appliances and hot water heaters as necessary according to applicable code requirements. Also install new storm and prime doors as needed.
  • Advise supervisor of needed maintenance tools, supplies and equipment and whether a repair requires the use of a licensed tradesperson.
  • Perform Housing Quality Standards (HQS) required repairs.
  • Advise Property Managers of any concerns regarding the condition or maintenance of CDA-owned housing units.
  • Report any program compliance violations.
  • Coordinate maintenance schedules with supervisor as necessary.
  • Monitor boiler operations per state regulations.
  • Perform needed repairs/adjustments immediately.
  • Perform emergency maintenance when On-Call.
  • Required to be first responder to maintenance emergencies when "on call."
  • Required to be "on call" 24 hours per day, 7-day weekly basis, when assigned per the On Call schedule (generally about every 8-10 weeks).
  • Obtain pertinent information from the emergency answering service, contact the caller, determine if an emergency situation does exist and provide instructions, if applicable, to enlist caller's help in abating the immediate situation prior to arrival on site.
  • Report to site of maintenance emergency and conduct initial assessment of the situation.
  • Determine best approach to fixing the problem given surrounding circumstances (time of day/night, temporary fix and follow up the next day, assistance needed to fix problem, contractor needed, etc).
  • Alert additional personnel in accordance with established emergency contact procedures.
  • Perform required maintenance repairs ensuring, at a minimum, complete abatement of all immediate health and/or safety hazards.
  • Follow up with supervisor on all emergency maintenance situations responded to.
  • Complete move-out inspections and change locks on vacant units.
  • Assist in determining any damages, missing items, extra cleaning costs, replacement needs beyond regular wear and tear, etc., for which vacated tenant is to be charged and calculate same.
  • Document all necessary repairs and replacements.
  • Complete repairs and ensure units are within established standards.
  • Provide orientation and training to new residents at move-in regarding the use and care of the unit equipment and appliances.
  • Responsible for required record keeping within maintenance control systems.
  • Code and submit all receipts of purchase within established timeframes.
  • Submit all completed daily logs and work order forms for finished maintenance work within established timeframes.
  • Maintain inventory control system.
  • Complete and submit all property inspection forms.
  • Provide extermination services as necessary.
  • Provide minor painting services as needed.
  • Install new glass and screens in windows, as assigned.
  • Conduct regular maintenance and upkeep on assigned vehicle and maintenance equipment.
  • Perform snow removal, including shoveling, snow-blowing, and operation of 4-wheel drive hydraulic plow when needed.
  • Attend and successfully complete educational courses as required to obtain necessary certifications and training.
  • Provide technical assistance to temporary and/or seasonal workers and Site Attendants.
  • In cases of resident evictions, determine if resident has complied with eviction notice to vacate and report status to Property Manager.
  • Act as a positive representative of the CDA.
  • Promote a positive image of the CDA to internal and external customers.
  • Develop and maintain a good working relationship with CDA employees, vendors and contractors working with the CDA.
  • Handle conflict calls or meetings in a professional manner to diffuse the issue.
  • Explain repair needs and proposed method of repair, when requested by resident.
  • Speak at resident association meetings, when requested, on various maintenance issues.
  • Abide by all CDA Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the CDA.
