About The Position

This professional position supports the Asset Manager and the Department of Operations by overseeing and supervising the maintenance work of a Public Housing Project and performing related work as required. As needed, this position assists in other department activities. The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

Requirements

  • Extensive knowledge of Authority structure, key functions, staff, policies and procedures of the Authority and their impact on the position.
  • Knowledge of applicable Federal, State and Local laws and guidelines as they relate to facilities maintenance.
  • Knowledge of building design and construction methods, techniques and industry standards.
  • Knowledge of various skilled trades such, as HVAC, carpentry, plumbing and electrical systems repair and installation.
  • Knowledge of preventive maintenance, work order and related program policies and procedures.
  • Ability to interpret plans, shop drawings and specifications.
  • Knowledge of OSHA safety regulations and penalties and other environmental policies affecting facilities maintenance.
  • Ability to manage and develop project budgets.
  • Associate's degree (A. A.) or equivalent from two-year college; and a minimum of five (5) years of experience in work involving a variety of maintenance and repair tasks.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Strong knowledge of spreadsheet software (MS Excel), word processing (MS Word) software and data base (MS Access) software.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
  • Appointees will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position. If a driver’s license is necessary to perform the essential duties of the position, must be insurable under NHA’s motor vehicle insurance policy and must retain both the license and ability to be insured under NHA’s motor vehicle insurance policy.

Responsibilities

  • Responds to after-hours emergency calls
  • Supports, in position’s capacity, all Authority operating departments.
  • Plans and supervises a variety of maintenance programs at the project level.
  • Gives suitable assignments and instruction to assigned employees.
  • Reviews completed assignments for conformance with efficient and economical trade practices.
  • May have charge of the work involved in the cleaning and maintenance of offices, buildings, grounds, and in the operation of elevators.
  • Supervises a variety of maintenance repair tasks, such as carpentry, plumbing, mechanical work and the maintenance of parks and public property.
  • Attend meetings when requested.
  • Recommends improvements, alterations and repairs, and prepares plans, detailed drawings and estimates for such work.
  • Participates in the preparation of budget estimates and supporting exhibits and materials on maintenance operation.
  • Requisitions, receives, accounts for, stores and issues materials and supplies; prepares and checks specifications for bids, supplies and equipment; and prepares suitable reports.
  • Supervises the establishment of suitable records and files.
  • Performs maintenance repairs in occupied apartments.
  • Prepares vacant units for re-occupancy within NHA Standards.
