The Maintenance Specialist provides comprehensive facility, equipment, and fleet maintenance services across all Agency locations. This position ensures that buildings, grounds, equipment, and vehicles are maintained in a safe, functional, and compliant condition for staff and consumers. The role works closely with the Operations Manager to coordinate daily activities, manage work orders, oversee vendor services, and ensure compliance with applicable policies, safety standards, and regulatory requirements.

Requirements

  • Four (4) years of education and/or experience that demonstrates the knowledge, skills, and abilities required for the position.
  • High school diploma or GED; and Four (4) years of progressively responsible experience in commercial, institutional, or industrial facility maintenance, including hands-on work in one or more of the following trades: HVAC, electrical, plumbing, carpentry, or general building systems repair.
  • Experience must include direct responsibility for maintenance and repair of building systems and not be limited to custodial, landscaping, or support functions.
  • Background Check. All positions must pass a basic criminal history check.
  • Conviction of a crime may not necessarily prohibit employment. Some may require additional clearance, including but not limited to national or state fingerprinting.
  • Driving for Agency Business. Applicants must possess a current driver's license in their state of residence and acceptable driving history.
  • May require proof of personal automobile liability insurance [ORS Chapter 806] and use of a personal vehicle for business use.
  • Demonstrated working knowledge of commercial building systems, including HVAC (air handling units, split systems, thermostatic controls), plumbing (fixtures, shutoffs, minor repairs), electrical (lighting circuits, breakers, ballasts), and roofing systems, with the ability to perform routine maintenance and minor repairs.
  • Applied skills in core building trades such as carpentry (framing, finish work, door/hardware adjustments), drywall (patching, finishing), ceiling systems (acoustical tile replacement and grid repair), and painting (surface prep, coating application, and finish quality standards).
  • Ability to diagnose, troubleshoot, and resolve facility and equipment issues using systematic problem-solving techniques, including identifying root causes and determining when to escalate to licensed trades or vendors.
  • Proficiency in the safe and effective use of hand tools, power tools, and diagnostic equipment, with adherence to safety standards and safe material handling practices.
  • Experience performing preventive maintenance on building systems and infrastructure, including executing maintenance schedules, documenting work performed, and identifying opportunities for cost avoidance and asset life extension.
  • Ability to read and interpret basic schematics, equipment manuals, and technical documentation to support maintenance and repair activities.
  • Experience coordinating and overseeing third-party contractors across multiple trades, including defining scope, monitoring performance, ensuring compliance with service agreements, and verifying quality of work.
  • Working knowledge of building components (roofing, siding, weatherproofing) and ability to identify signs of wear, leaks, or structural concerns requiring intervention.
  • Ability to plan, configure, and install commercial modular office systems, including furniture, fixtures, and office equipment, with consideration for space optimization, ergonomics, and ADA compliance.
  • Knowledge of fleet coordination practices, including tracking maintenance schedules, identifying minor mechanical issues, and coordinating repairs with service providers.
  • Experience with office systems and basic technology setup, including workstation equipment, peripherals, and coordination with IT infrastructure.
  • Experience receiving goods, reconciling deliveries, and supporting inventory or invoicing processes.
  • Demonstrated interpersonal and customer service skills, including clear communication, effective listening, sound judgment, and the ability to prioritize and respond to competing service requests in a professional manner.
  • Ability to manage multiple work orders and projects concurrently, prioritize based on operational impact, work independently with minimal supervision, and maintain accurate records of completed work.
  • Computer proficiency with word processing, spreadsheets, databases, email, and internet applications.

Responsibilities

  • Maintain agency office buildings, grounds, building systems, and meal sites across five counties through routine, preventive, and corrective maintenance.
  • Conduct regular inspections and perform repairs to ensure facilities are safe, functional, and presentable.
  • Coordinate and monitor contracted services including HVAC, janitorial, groundskeeping, elevator maintenance, pest control, recycling, and debris removal.
  • Schedule services, track work orders, obtain vendor quotes, document activities, and prepare maintenance reports.
  • Collaborate with Operations Management, program leadership, Human Resources, and IT to install, configure, and modify office workstations, modular furniture, walls, and ergonomic equipment solutions.
  • Assist with space planning design and adjustments and document workstation changes in accordance with ergonomic and Agency guidelines.
  • Assist with workstation and peripheral moves or setups, with or without network connections, in coordination with IT.
  • Respond to employee ergonomic needs and requests for minor workstation modifications.
  • Troubleshoot and perform routine and minor repairs to office and facility equipment, including copiers, furniture systems, sit/stand desks, plumbing fixtures, HVAC components, and selected commercial kitchen equipment, ensuring they are in working order.
  • Perform maintenance tasks such as basic carpentry, plumbing repairs, wall repair, and painting.
  • Assemble and install shelving units, furniture, cubicles, and other modular systems.
  • Coordinate the movement of materials and equipment between Agency locations.
  • Receive, stage, transport, and surplus furniture and equipment.
  • Provide temporary or emergency janitorial assistance, including restocking supplies as necessary.
  • Set up conference rooms to support meeting, trainings, and Agency events.
  • Maintain safe exterior conditions by clearing sidewalks, walkways, and parking areas of debris and hazards, and manage recyclables and waste.
  • Provide logistical and operational support to other departments, as needed.
  • Coordinate required inspections and vendor maintenance to ensure Agency vehicles are safe and reliable.
  • Verify completed maintenance work for compliance with Agency policy and operational standards, including oil changes, tire service, and repairs.
  • Perform minor vehicle safety checks, maintain emergency kits, and document vehicle concerns for Operations and Program Managers in all Agency offices.
