About The Position

Join our team as the maintenance permit coordinator housing specialist where you will support the Governor's Housing Initiative by serving as the single point of contact for the initiative and facilitate coordination with permit staff. You will develop, draft and implement legislative concepts, administrative rules, programs, policies and agreements relating to housing initiatives as well as utility and miscellaneous permits. You will also serve as a coordinator for ODOT's Maintenance Guide by organizing teams of experts for periodic review of documents. Requirements

  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification; OR A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

Responsibilities

  • Serve as the single point of contact for the agency for programs related to the Governor’s Housing Initiative.
  • Assess current and proposed administrative rules to identify potential barriers to housing.
  • Serve as ODOT’s representative to statewide committees related to the expansion of housing.
  • Coordinate, develop, draft and implement legislative concepts, administrative rules, programs, policies and agreements related to housing initiatives.
  • Develop and revise guidelines and procedures, tools, and training to guide the permitting process.
  • Maintain the Permit Manual for ODOT permit staff.
  • Provide advice and guidance for the issuance of utility and miscellaneous permits.
  • Analyze regulations including but not limited to ORS 374.305 and OAR Chapter 734, Division 55 and department policies to provide advice, recommendations and technical level assistance to Division, Region and District Managers on the activities allowed to be conducted on highway right of way by permit including utility facilities, parades, special events and other miscellaneous activities.
  • Review, track, and analyze legislative bills for possible program and fiscal impacts.
  • Maintain and update schedules for relevant Maintenance Guide sections and Operational Notices.
