About The Position

The City of Red Deer is currently recruiting for a permanent full-time Maintenance Lead – Treatment Plants. This role is responsible for pre-job planning to meet schedule and budget goals, overseeing maintenance functions and work assignments in adherence to Engineering Design Guidelines, Construction Standards, and the City’s Government of Alberta Approval to Operate. The position involves developing, coordinating, and maintaining City-based computer programs and databases, including the Work Management System (WMS), overseeing data collection and retention, and preparing annual, monthly, and operational activity reports for regulatory purposes. The Maintenance Lead will also supervise and guide treatment plant maintenance staff, ensuring they are fully trained and complete work efficiently and safely within established practices and policies.

Requirements

  • A Journeyperson Trades certificate from a 4-year Trade program (Plumbing, Millwright, Electrician, Instrumentation and Controls)
  • Grade 12 or equivalent
  • 4th Class Power Engineering certification from ABSA for the Water Treatment Facility or be able to obtain within 3 years.
  • Candidates with an equivalent combination of education and experience may be considered
  • Must successfully pass all safety certificate courses currently required and others to be defined by the Province or by the City
  • Valid Class 5 Drivers License
  • Minimum five (5) years industrial maintenance experience as a certified Journeyperson in a Level III or IV treatment Plant or comparable industrial environment
  • 2 years of supervisory experience and demonstrated knowledge of appropriate supervision of a respectful and inclusive workplace.
  • Requires well developed verbal and written communications skills and strong interpersonal skills, leadership skills including but not limited to motivating, empowering, and building teams.
  • Demonstrated ability to work unsupervised and co-operate with colleagues as a team, to understand and follow instructions, and to provide guidance and instructions to supervised staff.
  • Must be physically fit to climb ladders, work at heights, open and close valves, lift, shovel, bend, and twist in awkward positions.
  • Strong computer aptitude including demonstrated proficiency with MS Office and a Work Management System.
  • Demonstrated mechanical aptitude, and the ability to accurately use a wide range of monitoring, controls, and testing equipment.
  • Ability to work inside and outside in all types of weather and in conditions which may be noisy, dirty, wet, cold, hot, and disagreeable.
  • Demonstrated safety skills in the use of specialized protective equipment for chemical handling or containment and cleanup, including respirators, air quality monitors, use of safety harnesses and hoisting equipment.
  • Be able to read and understand blueprints, drawings, schematics, and maps.
  • Ability to troubleshoot diverse problems and exercise critical thinking in the execution of their duties where precedent or policy do not always apply, ability to weigh alternatives, and devise new technique.
  • Good knowledge of a municipal government operating environment (legislative, management, budgeting, decision making, system elements) including the City’s relevant Approval to Operate
  • This role can make demands on personal time as assistance to plant operations may be required outside of normal working hours. Requires the ability to take part in on-call rotation, work extended shifts, and respond to after-hour emergencies.
  • This position requires working daily in a hazardous environment. Hazards are not limited to but include electrocution, drowning, handling of hazardous chemicals, working with rotating equipment, biohazards, and in confined spaces. The use of mask respirator is required when working in potentially deadly atmospheres.

Responsibilities

  • Lead and coordinate daily maintenance and operational activities to ensure efficient task sequencing, proactive problem resolution, adherence to Engineering Design Guidelines, Construction Standards, and the City’s Government of Alberta Approval to Operate.
  • Establish and manage preventative maintenance, repairs, replacements, shutdowns, and emergency response activities to ensure systems operate within acceptable performance parameters and asset integrity is maintained.
  • Maintain accurate, up-to-date maintenance records, drawings, and asset data within the City’s Work Management System (WMS) and related databases.
  • Supervise, coach, mentor, direct and evaluate staff and contractors, ensuring clear communication, effective work planning, skill development, and compliance with regulatory, safety, and organizational requirements.
  • Develop staff schedules, work assignments, vacation coordination, and meeting structures while ensuring adequate coverage across operations, maintenance, projects, and emergencies.
  • Develop, implement, and enforce safe work practices and procedures, participate in health and safety initiatives, support inspections and audits, and ensure full compliance with Occupational Health and Safety and regulatory standards. Responsible for coordination of daily boiler checks and inspections with regulatory bodies.
  • Monitor maintenance and operational data, resolve issues, and support preparation of monthly, annual, and regulatory reports by ensuring accurate collection, retention, and reporting of data.
  • Monitor inventories, approve purchases and invoices, manage expenses and timesheets, track budget performance, and advise the Supervisor on anticipated variances or funding impacts.
  • Support and coordinate capital, in-house, and special projects including commissioning of new systems, trials, and emergency repairs, ensuring alignment with best practices, schedules, and operational needs.
  • Assist with benchmarking initiatives, business continuity planning, emergency preparedness, RFP development, tender evaluations, and City emergency response operations as required.
