About The Position

BRAC International’s Ultra-Poor Graduation Initiative (UPGI) seeks a consultant to strengthen its ability to understand, influence, and support public financing for government-led Graduation programs in Sub-Saharan Africa. The work will help country teams understand how public resources are prioritized, budgeted, financed, released, and executed, and how Graduation programs could realistically be financed and institutionalized within government systems. The consultant will pilot a country assessment in Rwanda, working with the Rwanda Country Team and UPGI Executive Leadership Team to refine the approach, then apply it to six additional priority countries. The assignment includes producing concise country briefs, advising teams on government budget and financing processes, identifying opportunities to influence multilateral financing, and recommending long-term UPGI capabilities for shaping and measuring public investment in Graduation. The assignment includes one trip each to Rwanda, Ethiopia, South Africa, and Tanzania. It is a 70-day consultancy, comprising 20 days in 2026 and 50 days in 2027, and is to be finalized by 31 August 2027. The consultant may be based in any Sub-Saharan African country.
