About The Position

The LTSS and Dual Eligible Program Manager is responsible for managing large-scale portfolio programs aligned to strategic objectives that include multiple projects. This role involves ensuring the successful delivery of LTSS and Dual Eligible programs by understanding the programs to ensure effective cross-functional coordination throughout the organization. The manager will ensure program milestone deliverables are completed and approved at every stage of the program lifecycle, assist with the continuous improvement of program/project management best practices, processes, and tools, and be responsible for ensuring program closure activities are completed. They will lead stakeholders in refining program design, collaborate with functional owners on resource identification and assignment, and work with IT and EPMO on IT resource identification and assignment. Ensuring compliance to LTSS requirements, capturing and consolidating LTSS Program KPIs, and assessing, managing, and controlling program scope, schedule, and change impacts are key responsibilities. The role requires close work with business executives to ensure programs align with business strategy and are properly funded, resourced, and managed. Maintaining a program stakeholder matrix, driving cross-functional communication, and working with Talent Development and Communications to develop project communication and training plans are also essential. The manager will ensure effective communication across project managers and business analysts, facilitate and drive Program Stakeholder meetings, represent the program in governance meetings, and review and approve program meeting minutes. Providing regular reporting and maintaining ongoing communications to senior management, stakeholders, and executive sponsors, tracking, compiling, and reporting program metrics and budget, and identifying, logging, and managing risks, implementing mitigation strategies, contingency plans, and communicating/escalating to stakeholders are critical. The role involves maintaining the program RAID, identifying, logging, assigning, and resolving or escalating program issues, hindrances, and blockers using company best practices, and being responsible for the quality of the program SharePoint site and program document repository. Producing detailed reports, business decision documents, meeting minutes, and notifications on assigned programs, developing program operations and support plans, and performing any other job-related duties as requested are also part of the role.

Requirements

  • Bachelor's degree in project management, Business, Computer Science or related field required
  • Three (3) years program management experience required
  • Excellent proficiency with Microsoft Office tools, including Project, Word, PowerPoint, Excel, Visio, Teams, Outlook, etc.
  • Experience working in project management software is required
  • Demonstrates excellent analysis and reporting skills
  • Excellent decision making/problem solving skills
  • Exceptional interpersonal and relationship building skills

  • Proven ability to effectively interact with all levels of the organization of management within and externally to the organization

  • Deep understanding of project management processes, techniques and tools, and development lifecycle (ideally Agile)
  • Strong experience in the healthcare payer industry and knowledge of Medicaid and Medicare
