About The Position

The Maryland Lottery and Gaming Control Agency (MLGCA) is a significant revenue generator for the State of Maryland, funding essential state programs and services such as education, public health and safety, human resources, and the environment. Beyond generating revenue from lottery product sales, the MLGCA oversees the state's casino gaming program, providing guidance to casino partners on financial, security, regulatory, and licensing procedures. The Agency also regulates Sports Wagering, Daily Fantasy Sports, Electronic Bingo, and Instant Ticket Lottery Machines located at nearly 90 Veteran's posts. Gaming in Maryland is a vibrant and expanding industry that operates continuously, 365 days a year.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Six years of experience selling or marketing a consumer product from a wholesaler or manufacturer to retail outlets for resale to consumers.
  • Possession of a motor vehicle operator's license valid in the State of Maryland.

Nice To Haves

  • Candidates may substitute the possession of a Bachelor’s degree in Marketing or Business Administration with a concentration in Marketing for two years of the required experience.
  • Candidates may substitute additional experience on a year-for-year basis for the required education.
  • At least three years of consumer products relevant work experience, preferably in field sales and sales management.
  • Previous supervisory experience with regards to hiring, managing and training sales personnel.
  • At least three years of experience selling Lottery and/or consumer products to grocery, liquor store, restaurant, convenience/department store or mass merchandiser trade channels.

Responsibilities

  • Maximize sales and revenues for all Lottery products and provide sales support at all assigned Lottery activities in a defined region, supporting over 1,000 licensed retail locations.
  • Supervise and manage a regional sales and service team comprised of eight (8) to ten (10) District Managers.
  • Assign and review the work of others and make recommendations to Sales Management regarding agency procedures.
  • Assist in the licensing of new retail locations, processing changes of ownership within existing retail locations, and locations applying for the Expanded Cashing Authority (XCAP) program.
  • Ensure the retailer network is maintained at an optimum level, integrity is maintained at all times, and sales at each retailer location are maximized through POS utilization, training, in-store merchandising and promotions, and periodic events.
  • Conduct retailer site evaluations monthly, which may include riding along with District Managers, to ensure Sales Division goals are being followed and met at each retailer location.
  • Promote, manage, and train on Instant Ticket “Blitz Week” protocols and activities in all territories within the region.
  • Monitor the integrity of instant game sales through the use of the After-Sale Audit (iCash Anomalies) reports on a weekly basis.
  • Ensure contacts are made to retail locations that have multiple line items on a daily or weekly report.
  • Optimize Instant Ticket sales at all retailer locations in the region using various software tools and sales tactics.
  • Manage Instant Ticket inventory in the region by monitoring stock levels and staleness at retailer locations.
  • Perform initial review and approval of all new equipment installations and make recommendations for approval of all equipment upgrades and secondary equipment requests.
  • Ensure license compliance of ADA regulations with all lottery applicants and retailers through site inspections during Change of Ownership (COO) or Expanded Cashing Authority (XCAP) application processes.
  • Support the Retail Recruitment Manager with new applicants' ADA requirements as directed by Sales Management in outlying areas.
  • Train retailers approved for participation in the Expanded Cashing Authority (XCAP) Program.
  • Initiate and process requests for equipment removals, license terminations, and license suspensions.
  • Process and make recommendations on all Change of Ownership (COO), Change of Location (COL), Expanded Cashing Authority (XCAP), and New Terminal Request (NTR) applications submitted within the region.
