LOTO Authority

Bechtel Corporation•Houston, TX
•Onsite

About The Position

The LOTO Authority serves as an Energy Marshal administering assigned activities within the project Energy Isolation Management and Lockout/Tagout (LOTO) program for construction work under Bechtel jurisdictional control. The role provides a control point for hazardous-energy isolation, energization planning and authorization, system-status identification, switching coordination, work release, and return to service. The LOTO Authority coordinates with Work Group Supervisors, Authorized Operators, Permit Requestors, subcontractors, other contractors, Commissioning and Startup, ES&H, Engineering, Construction, and Customer representatives to maintain documented and traceable control of temporary and permanent hazardous-energy sources throughout construction and through LOTO program turnover to commissioning and startup. The Energy Marshal governs the process and independently verifies compliance. Project leadership authorizes this role to stop electrical work, deny energization, require corrections, quarantine equipment, and suspend electrical permits or switching plans when approved requirements are not met. Schedule or production pressure does not override this authority. The position is part of Bechtel’s Manufacturing & Technology Business Unit, which is designing and building an Active Pharmaceutical Ingredient manufacturing facility at Generation Park in Houston, Texas.

Requirements

  • Bachelor’s degree or international equivalent and 5–8 years of relevant experience, or 9–12 years of relevant work experience.
  • Knowledge of NFPA 70E, electrically safe work conditions, shock and arc-flash risk controls, energized-work interfaces, live-dead-live testing, temporary and permanent power systems, switching, and low-, medium-, and high-voltage isolation methods.
  • Knowledge of electrical, mechanical, hydraulic, pneumatic, chemical, thermal, pressure, gravity, kinetic, and stored-energy controls, including positive, proved, non-proved, group, system-boundary, and project-wide master isolations.
  • Ability to scope and evaluate isolation and energization boundaries using current drawings, single-line diagrams, schematics, P&IDs, panel schedules, cable data, equipment documents, field walkdowns, system status, interlocks, alternate feeds, backfeeds, temporary sources, and commissioning interfaces.
  • Experience administering EIPs, energy-boundary registers, lock box and key controls, safety tagging, zero-energy verification, switching logs, Sanction to Test, permit changes, shift handovers, emergency changes or closures, custody transfer, and auditable records.
  • Ability to assess energization readiness, temporary-power controls, grounding and bonding, labeling, guarding, inspection and testing status, access restrictions, emergency provisions, and return-to-service requirements.
  • Strong communication, technical judgment, organizational, training, and coordination skills to work across Construction, Startup, Engineering, ES&H, subcontractors, utilities, adjacent contractors, and customers, and to intervene when requirements or safe energy-control conditions are not met.

Responsibilities

  • Implement Energy Isolation Management and LOTO programs in accordance with Bechtel procedures, project safety plans, permits, NFPA 70E, and regulations.
  • Define isolation boundaries using field walkdowns, drawings, P&IDs, panel schedules, cable data, system status, stored energy, alternate feeds, backfeeds, temporary sources, generators, UPS, batteries, interlocks, and contractor interfaces.
  • Review, issue, modify, suspend, revoke, and close Energy Isolation Permits; verify scope, isolation points, protective measures, sequencing, independent verification, zero-energy checks, sign-on/off, work release, and return-to-service requirements.
  • Coordinate energization, re-energization, switching, isolation, Sanction to Test, restoration, custody transfers, pre-job briefings, notifications, handovers, and interfaces.
  • Apply electrical safe-work requirements, including live-dead-live verification, energized-work controls, shock and arc-flash protection, and temporary and permanent power controls. Treat unidentified conditions as energized until proven otherwise and eliminate energized work when feasible.
  • Control safety tags, LOTO devices, keys and lock boxes, permits and switching logs, EIP files, boundary registers, authorized-personnel records, equipment status, drawings, and other required records.
  • Lead readiness reviews to verify construction, inspection, testing, labeling, guarding, documentation, access, emergency provisions, and operational controls before energization or boundary changes.
  • Support authorization, training, competency assessment, and re-verification of hazardous-energy-control personnel.
  • Audit LOTO, temporary power, energized boundaries, panels and cables, grounding, exposed parts, equipment and enclosure condition, labeling, conveying systems, and unauthorized modifications; investigate deficiencies, support corrective actions and lessons learned, and verify closure.
  • Exercise stop-work authority; deny energization, quarantine equipment, or suspend or revoke permits and switching plans when safety requirements are not met.
  • Ensure circuits, feeders, panels, switchgear, motor control centers, transformers, generators, UPS, batteries, and connected equipment are not energized, re-energized, backfed, or considered de-energized without documented controls.
  • Maintain source and boundary registers, temporary-power one-line diagrams, and panel and circuit directories covering feeds, sources, tie breakers, backfeeds, and contractor interfaces, with durable equipment identification.
  • Coordinate with electrical, Construction, commissioning, and startup teams on energizations, outages, tie-ins, switching, testing, temporary-power changes, and required first-time pre-energization meetings.

Benefits

  • Robust benefits; additional details are available through Bechtel Total Rewards.
