About The Position

The Logistics Manager, Journeyman serves as the day-to-day onsite technical lead for the Task Order supporting the Acquisition Product Management Lead (APML) and executes Product Support Manager (PSM) objectives. The position provides logistics and maintainability expertise across the development, operation, evaluation, and improvement of weapon system supportability programs, with a primary focus on Pre-Milestone B systems, prototypes, and rapid acquisition initiatives. The Logistics Manager plans, develops, coordinates, and executes comprehensive logistics and Product Support Strategies (PSS) to ensure supportability, reliability, maintainability, sustainability, and life-cycle cost considerations are integrated early in system development and prototype design. The position works closely with Program Management, Engineering, Contracts, Financial Management, and other Integrated Product Teams (IPTs) to identify requirements, resolve complex logistics issues, and support programming milestones.

Requirements

  • Bachelor’s degree in Logistics Management, Engineering, Business Administration, or a related discipline.
  • At least seven (7) years of professional experience in Logistics Support, Life Cycle Logistics, or Maintenance Engineering.
  • At least three (3) years of experience supporting NAVAIR, serving as a DAPML, or supporting the operation, maintenance, or sustainment of systems in the field.
  • DAWIA Career Field Certification in Life Cycle Logistics – Advanced preferred, but Practitioner, or equivalent current acquisition workforce certification is acceptable.
  • Demonstrated experience developing and executing logistics and maintainability strategies for Pre-MS-B systems, prototypes, or rapidly acquired systems.
  • Demonstrated knowledge of Integrated Product Support (IPS) principles and the ability to integrate logistics requirements across functional disciplines.
  • Experience working logistics and maintainability issues including: Technical evaluation and identification of weapon system logistics requirements and resources, Development of logistics support, product support, and maintainability programs or plans, Systems acquisition requirements analysis, Budgetary or financial analysis and control, Life-cycle cost analysis and control, Weapon system hardware and software standardization and compatibility, IPS/R&M test and evaluation planning and execution, IPS/R&M program management and analysis, Supportability and maintainability trade studies.
  • Working knowledge of MTA Rapid Prototyping/Rapid Fielding and the ability to tailor logistics and sustainment strategies to support accelerated acquisition timelines.
  • Experience developing logistics and supportability requirements for SOWs, PWSs, solicitations, contracts, or OTAs.
  • Ability to collect, analyze, and interpret logistics, maintenance, acquisition, engineering, and financial data from Navy logistics and maintenance information systems.
  • Ability to work independently in a high-visibility, fast-paced environment while effectively coordinating with cross-functional teams and senior leadership.
  • Strong analytical, organizational, communication, and problem-solving skills, with the ability to identify root causes, assess impacts, and develop practical logistics solutions.
  • Security Clearance: Secret
  • Ability to work full-time onsite at Patuxent River Naval Air Station.

Responsibilities

  • Lead logistics planning, performance, and execution for new prototypes, Pre-MS-B systems, and rapid acquisition initiatives, working with internal and external stakeholders to establish effective support strategies.
  • Develop, coordinate, and maintain Integrated Logistics Support (ILS) documentation, Product Support Strategies, and early Life Cycle Sustainment Planning (LCSP) in accordance with NAVAIR, DON, and DoD policies and procedures.
  • Integrate supportability, reliability, and maintainability considerations into early system development and design activities, including participation in technical reviews and design trade studies.
  • Conduct and support life-cycle cost (LCC), Level of Repair Analysis (LORA), core logistics capability, and other logistics trade-space analyses to inform acquisition and sustainment decisions.
  • Support logistics execution across Middle Tier of Acquisition (MTA) Rapid Prototyping and Rapid Fielding pathways, tailoring sustainment strategies to balance accelerated delivery timelines with long-term supportability requirements.
  • Develop interim support approaches for prototype and operational test activities, including maintenance, supply support, training, and other logistics requirements necessary to enable fielding and evaluation.
  • Support transition planning for successful prototypes transitioning to traditional Programs of Record (PoR), follow-on acquisition, or sustainment pathways.
  • Develop and coordinate logistics and supportability requirements for Statements of Work (SOWs), Performance Work Statements (PWSs), solicitations, and other acquisition documentation, including requirements associated with non-traditional contracting approaches such as Other Transaction Agreements (OTAs).
  • Integrate logistics requirements, performance metrics, warranties, data rights, and other sustainment considerations into contract and OTA structures to support long-term government sustainment objectives.
  • Understand and support management of Diminishing Manufacturing Sources and Material Shortages (DMSMS) and Unique Item Identification (UID) requirements for systems under cognizance.
  • Collect, compile, analyze, investigate, and research logistics, maintenance, acquisition, engineering, and financial data to identify requirements, assess performance, and resolve supportability issues.
  • Develop, modify, prepare, and validate logistics and maintenance documentation, automated data reporting systems, and management information products.
  • Assist in breaking down logistics work and incorporating requirements, activities, and dependencies into Integrated Master Schedules (IMS).
  • Monitor progress against logistics plans and program milestones; identify root causes, impacts, risks, and corrective actions associated with delays and other issues.
  • Integrate actions and deliverables across functional organizations into a comprehensive logistics execution plan.
  • Represent logistics on cross-functional IPTs and working groups, coordinating with Engineering, Program Management, Contracts, Financial Management, maintenance organizations, and other stakeholders.
  • Prepare and deliver logistics briefings, program review inputs, status reports, and other documentation for program leadership and external stakeholders.
  • Perform additional logistics and maintainability analyses and duties required to support program objectives and successful acquisition and fielding.
