In support of Product Manager Engineer Systems, we are seeking a Logistics Analyst III with experience in supporting DOD Federal acquisition programs; knowledge of policy/principles/organizational protocols. Will report directly to the Lead Logistics Management Specialist (LMS) for Material Handling Equipment / Construction Equipment Team to support the following tasks: Ensure team level tasks are tracked, executed, and reported. Work closely with program and contractor staff in various competencies including logistics, engineering, development, and integration. Follow-up on tasks assigned to the team level Logistics Management Specialist. Gather information from various data sources (information systems and key personnel) to synthesize coherent responses to task for review and submission. Monitor, maintain, and prepare input in support of the Product Manager (PdM) Risk Review, PdM Status Meetings, and other recurring meetings. Requirements

  • High School Diploma or GED required.
  • Seven (7) years of experience in defense life-cycle (acquisition) logistics support of electronic systems, to include: logistics management, principles, practices, and processes.
  • Experience shall include at least four (4) years of support with C4ISR or similar systems, to include: Analyzing Engineering/Systems Management Data, Developing Logistics Plans and Procedures, and Developing Logistics Management Plans and Guidelines.
  • Experience may be achieved simultaneously.
  • Five (5) years of direct experience may be substituted for a Masters degree.
  • This position requires an active Secret Security Clearance.
  • This position is not eligible for remote work or 100% telework.
  • Mid-level knowledge of acquisition logistics and associated Product Support Elements.
  • Provide continuous logistics support on the 12 Integrated Product Support Elements (IPSE), not limited to providing input on supply chain management, conducting ILAs, course of action, strategy, and oversight of total quality management.
  • Develops, reviews, and updates acquisition documentation, logistics plans, technical manuals/publications, and instructions for programs of record at various ACATs.
  • Experience conducting research and data/trend analysis on weapon systems to support readiness and cost optimization.
  • Have familiarization with and access to the following applicable federal logistics websites and tools to include, but not limited to: Wide Area Workflow (WAWF). Global Combat Support System Marine Corps (GCSS-MC). Total Force Structure Management System (TFSMS). Logistics - Data & Analytics Reporting Tool (L-DART II). Technical Data Management-Publications (TDM-PUBS). Web Federal Logistics Information System (Web-FLIS). DLA Federal Logistics (FedLog). MARCORSYSCOM Vital Information Portal for Enterprise Resources (VIPER).
  • Conduct assessments of documentation such as limited Diminishing Manufacturing Sources and Material Shortages (DMSMS) plans, Material Readiness Reports, limited Depot Source of Repair (DSOR) recommendation letters, Maintenance Task Analyses (MTA), Tracking Exchange of equipment, and Level of Repair Analysis (LORA) products.
  • Have familiarization with Government property accountability policy/procedures and FIAR methodology.
  • Develop, review, and update Technical Manuals.
  • Develop conference or meeting agendas and minutes.
  • Proficient in MS Office products (Word, Excel, Project, PowerPoint).
  • Ability to adapt to fast paced and changing environment.
  • Excellent communication skills both in both oral and written.

Nice To Haves

  • Bachelors is preferred
  • Familiarization in the following areas is a plus: An understanding of the Systems Approach to Training (SAT) and demonstrated ability to provide training support, including New Equipment Training and computer-based training, and all associated documentation.
  • Knowledge of Failure Reporting, Analysis, and Corrective Action System (FRACAS).
  • Warranty coordination.

Responsibilities

  • Assist the Program Integrated Product Team IPT} Life Cycle Logistician (LCL) As a member of the program IPT.
  • Assist in managing the cost, schedule, performance and integration aspects of the product support solution for weapon systems and equipment.
  • Assist in the design of systems (and their associated subsystems) for supportability and integrates the twelve product support elements.
  • Assist in the development of supportability and design requirements documentation by participating in the analysis of alternatives and requirements development processes.
  • Assist in developing support requirements and assess, direct, and identify associated risks.
  • Assist in developing the support risk mitigation strategy and incorporate it into the overall program Risk Mitigation Plan.
  • Assist in developing the program's product support budget profile, incorporating funding to manage supportability risks.
  • Assist with aligning the product support timelines with the major program events in the program schedule.
  • Analyze and evaluate the supportability aspects, to include conducting Business Case Analyses BCAs), of each proposed design alternative and implements the necessary actions to change the design to improve supportability.
  • Assist in preparing the product support funding requirements for Program Objective Memorandum (PbM) submission including logistics-related funding appropriations.
  • Assists in developing alternate support strategies consistent with levels of funding available.
  • Maintain awareness of and react to correct technological obsolescence that impacts supportability throughout system life cycle.
  • Continuously studies, researches and identifies opportunities to improve system support throughout the system life cycle.
  • Review test plans, procedures and reports prepared by the IPT in support of acquisition programs.
  • Conduct timely analysis of product support design parameters (e.g., Reliability, Availability, Maintainability, and Durability; Mean Time Between Operational Mission Failure (MTBOMF), Operational Availability (Ao), Mean Time to Repair (MTIR), Level of Repair Analysis (LORA), etc).
  • Develop Fielding Plans and Disposal Plans in conjunction with the operating forces and external organizations.
  • Assist with the tracking of assets, modifications, rotation activities, and disposal of systems.
  • Perform data and trend analyses to identify, predict, and resolve readiness issues.
  • Prepare briefs on the logistics aspects of programs during In Process Reviews (IPRs), program reviews, Independent Logistics Assessments (ILAs) and milestone decisions.
  • Recommend ILS element planning and progress to ensure compliance with program requirements, specifications, and standards.
