About The Position

This position is accountable for developing, disseminating, and maintaining policies and procedures; street and highway design criteria and standards; and specifications for use by local public agencies (LPAs). These are used in developing, constructing, and maintaining federal, state, and locally funded highway improvements; providing the Bureau of Local Roads and Streets (BLRS) analysis of proposed legislation that impacts department responsibilities and local interest; analyzing and recommending technological advances used by LPAs; providing departmental and local perspective on internal committees and research groups; and directing the operation of the Illinois Technology Transfer Center.

Requirements

Current registration as a Licensed Professional Engineer in the state of Illinois.
Eight years of experience in civil engineering.
Three years supervising staff and managing engineering functions.

Responsibilities

Formulates and disseminates policies, procedures, specifications, special provisions, and design criteria which are responsible to the needs of local governments and the department for all local policy agency (LPA) programs assigned to the bureau.
Maintains effective liaison with the LPAs, Federal Highway Administration, departmental bureaus, district offices, and consulting engineers for the purpose of obtaining their input in policies and procedures, and to evaluate the effectiveness of the Local Policy and Technology Unit’s output.
Evaluates and initiates action reflecting technical research conclusions and changes in pertinent state, federal, and national regulations for proper compliance and improvement of current procedures and practices.
Directs the Local Technology Assistance Program to ensure the LPAs receive adequate education, technology transfer, and information concerning worker safety, highway safety, workforce development, and infrastructure development.
Provides the Bureau of Local Roads and Streets the analysis of proposed legislation that impacts department responsibilities and local interest.
Provides adequate technical and administrative counsel to assist LPAs in the planning, inventory, inspection, repair, design, rehabilitation, construction, and maintenance of cost-effective highway projects.
Obtains, organizes, directs, develops and maintains a competent well-motivated staff capable of carrying out the accountabilities assigned to the Local Policy and Technology Unit in a timely, efficient, and effective manner.
Performs duties in compliance with departmental safety rules.
Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
Performs other duties as assigned.
