About The Position

General Summary: Reviews eligibility and determines adequacy and underwriting of pledged loan collateral, including first and junior lien 1-4 family and multi-family mortgage loans pledged as collateral for borrowings. Evaluates member’s loan portfolio performance, credit administration practices, and quality control functions. May assist in the performance of Servicing Quality Reviews of Mortgage Purchase Program (MPP) Participating Financial Institutions (PFI) and third parties conducting servicing of and custodial activities for acquired member assets. Principal Duties And Responsibilities: Evaluates residential loan collateral eligibility, and member administration of pledged loans. Evaluates appraisals and other types of property valuations, assessing mortgagee/borrower ongoing financial capacity, determining the completeness of required loan file documentation, and assessing the eligibility of individual loans to support borrowings. Recommends approval/rejection of prospective collateral, and adjustments to member collateral maintenance requirements. Performs a supporting roll on an “as needed” basis in evaluating the quality of servicing and custodial activities performed by PFI and third party institutions related to loans acquired through the MPP program. Prepares and maintains working papers to support the results of collateral review activities and prepares reports to be submitted to member institutions on mortgage collateral verification and home equity and second mortgage loan due diligence results. Prepares and maintains working papers to support the results of servicing reviews, and prepares reports for submission to the MPP Department detailing findings and recommendations. Maintains professional knowledge of industry lending practices, underwriting and servicing techniques. Maintains internal systems tracking review results and member/PFI performance. Performs these and other duties as assigned.

Requirements

  • Knowledge at a level normally acquired through completion of a Bachelors Degree in Business Administration, Banking, or Finance.
  • Experience in residential and/or commercial mortgage loan underwriting, operations, servicing, and/or quality control related activities is helpful, though not required. Related experience as an examiner or other regulatory function with experience evaluating financial institution consumer lending activities may be substituted for (1) above.
  • Ability to interact with Bank and outside personnel in a professional manner; ability to handle sensitive information and continually demonstrates tact, and diplomacy.
  • Effective oral and written communication skills.
  • Ability to work independently and to prioritize work assignments. Ability to research, identify and implement solutions to a variety of administrative problems. Analytical skills necessary to develop factual reports or summaries through data gathering, interpretation and compilation of results.
  • Demonstrated proficiency with a personal computer, including a working knowledge of application software. Intermediate Excel and Word skills required.

  • Must possess a valid driver’s license.
