About The Position

This role provides Hull, Mechanical, and Electrical (HM&E) systems design support, along with technical and readiness expertise, to the Littoral Combat Ship (LCS) Program Office, NAVSEA PMS 321. The position involves reviewing design drawings, engineering changes, and ship specifications to ensure compliance with contract requirements. The Hull Manager will evaluate items for technical accuracy, develop solutions for hull-specific and class-wide issues in coordination with NAVSEA and applicable ISEAs, and conduct technical assessments to advise the Program Office on system and equipment deficiencies and proposed resolutions. This role also serves as a liaison between various naval offices and commands to support ship maintenance availabilities and modernization upgrades, while tracking and monitoring the planning and execution of work packages. The individual will monitor CASREPs, Departure from Specifications, and Liaison Action Requests, and participate in various planning and review boards. Recommendations will be provided to government personnel on maintenance availability priorities and modernization requirements. Additionally, the role supports the LCS Life Cycle Assessment Team by researching reliability issues and contributing to solution development, and prepares routine modernization installation progress updates and financial reports.

Requirements

  • US Citizenship.
  • Active DoD Secret Clearance.
  • Minimum 10 years of HM&E experience on the Littoral Combat Ship (Freedom Variant).
  • Experience with Navy Regional Maintenance Centers and Planning Yards, including maintenance, modernization, and repair activities.
  • Ability to work independently with minimal supervision.
  • Ability to spend extended periods aboard ships in industrial environments while monitoring modernization and repair efforts.
  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office Suite.

Responsibilities

  • Provide Hull, Mechanical, and Electrical (HM&E) systems design support, along with technical and readiness expertise, to the Littoral Combat Ship (LCS) Program Office, NAVSEA PMS 321.
  • Review design drawings, engineering changes, and ship specifications, ensuring planned equipment installations and documentation comply with contract requirements.
  • Evaluate items for technical accuracy, developing solutions for hull specific and class wide issues in coordination with NAVSEA and applicable ISEAs.
  • Conduct technical assessments, advising the Program Office on system and equipment deficiencies and proposed resolutions.
  • Serve as a liaison between PMS 321, SEA 21 offices, LCSRON, Type Commander staffs, Planning Yards, and Regional Maintenance Centers to support ship maintenance availabilities and modernization upgrades.
  • Track and monitor planning and execution of work packages to ensure compliance with Joint Fleet Maintenance Manual milestones.
  • Monitor CASREPs, Departure from Specifications, and Liaison Action Requests to maintain program awareness and support timely resolution.
  • Participate in Availability Planning Conferences, Configuration Control Boards, Risk Boards, Failure Review Boards, and Safety Working Groups.
  • Provide recommendations to government personnel on maintenance availability priorities and modernization requirements.
  • Support the LCS Life Cycle Assessment Team by researching system and equipment reliability issues and contributing to solution development.
  • Prepare and deliver routine modernization installation progress updates and financial reports to the Program Office.
  • Perform additional related duties as assigned.
