About The Position

Citibank, N.A. seeks a Liquidity Management Group Manager for its Irving, Texas location. This role involves designing and delivering data and technology solutions to enhance data integrity and operational efficiency in finance and regulatory reporting. The manager will drive strategic initiatives aligned with enterprise risk management and regulatory expectations, ensuring accurate and compliant reporting. Key responsibilities include developing and maintaining system architecture documentation, defining critical data elements, managing data catalogs, and supporting metadata. The role also focuses on identifying and mitigating data quality risks through automated controls, defining data quality rules and metrics, and collaborating with various teams to design solutions for data gaps and operational challenges. Automation, process improvement, and standardization are crucial for enhancing reporting efficiency and compliance. The manager will design end-to-end solutions across financial systems to remediate data issues, improve transparency, and ensure accurate representation of financial and risk exposures, ensuring key data flows support reporting requirements. The position supports regulatory and financial reporting needs by assessing data issue impacts and prioritizing corrective actions, ensuring solutions comply with regulatory requirements and governance standards. Financial assessments, budgeting, and resource forecasting for improvements are also part of the role. Leading initiatives using Agile and scaled delivery frameworks (e.g., SAFe), overseeing the testing lifecycle, and providing strategic direction, clear objectives, and talent development are essential. This includes recruiting, onboarding, and upskilling team members, and establishing strong communication and governance practices with internal leadership, auditors, and regulatory stakeholders. A telecommuting/hybrid work schedule may be permitted.

Requirements

  • Requires a Bachelor’s degree, or foreign equivalent, in Finance, Accounting, Business Administration or related field and 10 years of progressively responsible, post-baccalaureate experience as a Balance Sheet Control Group Manager, Finance Liquidity Management Group Manager, Finance Solutions Group Manager, Balance sheet Control Lead Analyst, Senior manager or related position interpreting financial and regulatory reports and designing and implementing data and technology solutions or controls to improve data quality of financial and regulatory reports.
  • 10 years of experience must include: Interpreting Financial and regulatory reporting data elements, identifying data quality issues and designing remediation solutions to improve data integrity, consistency, and regulatory compliance;
  • Defining and documenting end-to-end data and system architecture, including identification of systems of record, authorized data sources, and data consumer;
  • Designing and implementing automated controls and processes to detect and remediate data quality gaps, including reconciliation, validation, and exception management process across finance systems;
  • Developing and governing data quality metrics and dashboards to provide transparency to internal or external stakeholders and governance committees to monitor, measure, and improve data quality through targeted issue remediation;
  • Collaborating with accounting, finance and risk teams to ensure that balance sheet and financial data used in regulatory and management reports are accurate, reconciled, and aligned with accounting and reporting standards;
  • Applying subject matter expertise in Banking & Financial services products to design data model, accounting treatments, system solutions supporting regulatory reporting and risk management that improves data quality metrics.

Responsibilities

  • Designing and delivering data and technology solutions that strengthen data integrity and operational efficiency across finance and regulatory reporting functions.
  • Drive strategic initiatives that align with enterprise risk management objectives and regulatory expectations, ensuring accurate, timely and compliant reporting.

  • Conduct cost-benefit analyses and financial feasibility assessments for proposed technology, process, and control improvements; prepare budgets and resource forecasts to support implementation.
  • Lead major initiatives using Agile and scaled delivery frameworks (e.g., SAFe) including planning scopes, timelines, deliverables, and resource needs.
  • Oversee testing lifecycle including test planning, script development, success criteria, and defect management.
  • Provide strategic direction, set clear objectives, and cultivate a high-performance culture through coaching, feedback, and talent development.
  • Recruit, onboard, and upskill team members to support organizational growth and evolving regulatory demands.
  • Establish strong communication and governance practices with internal leadership, auditors, and regulatory stakeholders.
