About The Position

The Eugene Water and Electric Board (EWEB) is seeking two safety-focused Line Supervisors to lead the Line Department. This role involves overseeing emergency response, customer projects, compliance corrections, and system reliability programs. Responsibilities are split between internal and external functions, emphasizing collaboration and cross-training for community reliability, especially during large-scale storm responses. The Line Department manages transmission, distribution, and service line functions from 115kV down to 120V, covering approximately 1,000 miles of distribution line and 150 miles of transmission line. The team of over 40 professionals handles planned reliability projects, service work, inspections, and emergency response, working closely with departments like Distribution Engineering, Utility Support, and Dispatch. Line Supervisors will champion EWEB's initiatives to modernize and rebuild the electric system, including a multi-year workflow transformation to a mobile platform, ensuring field considerations are addressed and teams are supported through change. They will also be instrumental in executing an aggressive capital plan to upgrade power infrastructure to meet growing demand.

Requirements

  • Clear and transparent communication style with strong interpersonal skills to collaborate with internal partners and front-line hands.
  • Skills in monitoring performance to business objectives and translating organizational vision to tactical measures.
  • Passion for, and demonstrated skills in, ensuring safe and efficient operations.
  • A penchant for continuous improvement and change management.
  • Eight years’ experience in construction and maintenance of utility systems, including at least two years of supervisory experience.
  • Supervisory experience must include selecting, evaluating, motivating, coaching and disciplining employees; planning, organizing, and delegating work; and ensuring work is performed within resource constraints.
  • Crew Lead experience will be considered.
  • Associate’s degree from an accredited college or university in work in electrical theory, engineering, construction technology, management, or related field OR completion of a utility apprenticeship program.
  • Applicants must be authorized to work for any employer in the United States.
  • ICS 100, 200, 700, 800 required within 6 months of hire.
  • ICS 300 and 400 required within 1 year of hire.

Nice To Haves

  • Direct experience managing large scale storm events using ICS.
  • Completion of an apprentice in the line trade preferred, however demonstration of line work understanding with a comparable utility class apprentice or training program will be considered.
  • Demonstrated leadership training and participation in peer utility groups.
  • Experience managing union personnel and/or union contract administration.

Responsibilities

  • Organize, prioritize, coordinate, and supervise the activities of line crews, troubleshooters, inspector, service crew and construction crew.
  • Oversee operational activities and programs for maintenance, construction and emergent response including after-hours response protocols, work practices and operational trends.
  • Coordinate management of construction and maintenance activities related to overhead, underground, transmission, distribution, fiber optic, network and right-of-way facilities.
  • Coordinates inspection and maintenance activities, facilitating on site activities with contracted PUC inspector and oversees PUC emergent and design construction.
  • Develop resourcing plans to execute work from internal and external stakeholders.
  • Oversee downtown network testing and inspection, new connection and training programs specific to work.
  • Oversee Line Tech safety and professional development training program including apprenticeship progression and performance management through position on BOLI JATC.
  • Provide emergency response after hours for field support on a regular basis.
  • Serve as Operations Chief for large scale ICS Emergency events and directs process development and readiness for utility preparation.
