About The Position

The Line Foreman is responsible for direction, leadership, and safety of a crew as they perform all types of maintenance, operations, and construction to Northcentral’s electric/fiber optic distribution system.

Requirements

High School Diploma or G.E.D. certification minimum.
Must have successfully completed an approved Lineman Apprenticeship program, equivalent to Northcentral’s Lineman Apprenticeship Program and a minimum of (4) years of experience in an overhead/underground electric distribution utility, preferably through the progression of apprenticeship work.
Must complete an approved fiber optic splicing class teaching the fundamentals of fiber optics splicing and operations.
Must have a safe working knowledge of the construction and maintenance of electrical distribution lines and substations including the installation of meters, transformers, voltage regulators, capacitors, sectionalizers and oil circuit reclosers.
Must have a safe working knowledge of construction and maintenance of fiber optic lines including standard construction, self-supported ADSS, and the hazards present in the power space of joint-use poles and structures.
Must have sound knowledge of RUS construction specifications and the National Electric Safety Code and MS 811 laws and requirements.
Skilled in the areas of CPR, first aid application, rescue procedures, and capable of assisting in related training activities.
Must have sound knowledge of the proper and safe use of the tools and equipment used in fiber optic line/electric line construction and maintenance.
Must have thorough knowledge of first aid applications, CPR, and rescue procedures required for pole and aerial device rescue.
Must possess a class “A” commercial driver’s license or be able to obtain the license within 6 months.
Possess/learn the following skills: pole climbing; using lineman tools while working on a pole; aerial device operation, gloving techniques within proximity of energized lines; installation of materials, apparatus and equipment used in the construction and maintenance of fiber optic distribution lines both aerial and buried, fiber optic huts, fiber optic PON cabinets, locate devices, and services to or on member premises.
Must have read and understand Northcentral’s Safety Manual and be able to apply the concepts.

Responsibilities

Displays thorough working knowledge of the Northcentral safety practices and procedures, sets an example of safe practices for Lineman/Apprentice Lineman. Understands and utilizes the proper personal protective equipment (PPE) based on the exposure and proximity of a given task.
Leads and directs crew members as they perform all aspects of electric/fiber optic construction, maintenance, and operations of the electric/fiber optic distribution system, in accordance with RUS specification, OSHA regulations, and Northcentral Safety Rules.
Supervise the installation, removal, inspection, and maintenance of aerial/underground electric distribution/fiber optic distribution lines and equipment.
Supervise the installation and replacement of aerial steel strand, lashed fiber optic cables, ADSS fiber optic cables, service cables, anchors, and PON cabinets. Supervise the installation and replacement of buried fiber optic duct, hand holes, pedestals, distribution fiber optic cables, and fiber optic service cables. Assists with fiber optic hut cable entrances and maintenance.
Supervise the change out of poles, crossarms and insulators with energized lines, installation of single and three phase transformers, and installation/service to security lights, drops, regulators, reclosures, switches and other apparatus.
Able to operate all equipment used in the construction and maintenance of the electric distribution system/fiber optic distribution system.
Must be knowledgeable of all aspects of construction, maintenance and operations, both underground and overhead, in accordance with REA specifications and Northcentral/OSHA safety rules.
Complete all paperwork both print and digital associated with the position accurately and timely using mobile computer equipment and software to process the work assignments, related safety forms, time reports, inspections, invoices, crew training records, etc.
Interpret maps work orders during normal and emergency periods.
Sound knowledge of changing out poles, cross arms and insulators on non-energized and energized lines.
Detailed knowledge of installing single and three phase transformers, service drops, regulators, recloses, switches, security lights and other apparatus and be able to communicate this knowledge to fellow crew members.
Familiar with Northcentral right of way clearing policy and procedure.
Maintain a knowledge of the fiber optic splice plans and PON cabinet boundaries.
Must be knowledgeable of the electric distribution system directional line feed and area voltage.
Must complete performance appraisal and merit review for direct reports and meet at least once per year with direct reports to discuss their performance.
Train Lineman and Apprentice Lineman in the performance of all work.
Must be able to work independently and with others, to systematically perform all duties associated with troubleshooting electric/fiber optic lines and equipment to restore services.
Must be able to work in all weather conditions, overtime as required, and for extended periods of time, respond to escalations regularly, and be on standby for outage restoration.
Position will have required continuing education through various classes, conferences, etc.
