Lifecycle Acquisition Analyst– Mid/SR

About The Position

This analyst provides hands-on support throughout the acquisition lifecycle for specific programs. The role focuses on independently developing key acquisition documents, actively participating in program and acquisition meetings, and coordinating with various technical and functional teams to ensure procurement actions are timely and well-supported.

Requirements

  • MID LCAT: 3-10 years of relevant experience with a Bachelor’s or Master’s, compliant with GSA standards.
  • Demonstrated experience in the full lifecycle of DoW or IC acquisitions.
  • Proven experience developing a range of acquisition documentation (SOWs, PWS, etc.).
  • Experience monitoring program cost, risk, schedule, and performance from an acquisition perspective.
  • SENIOR LCAT: At least 10 years of relevant experience with a Master’s, compliant with GSA standards.
  • Demonstrated experience working in a DoW or IC agency providing total lifecycle acquisition management for IT or services contracts.
  • Demonstrated experience writing complex requirements documents (SOWs, PWSs).
  • Demonstrated experience leading or conducting and documenting technical evaluations of contractor proposals.

Nice To Haves

  • ITIL certification for IT Service management.
  • DAWIA Level II or III certification in Program Management or Contracting.
  • Direct experience with the NGA requirements process and acquiring IT infrastructure services.
  • Ability to perform assigned duties and learn federal acquisition procedures with general supervision.
  • Experience in government Source Selection procedures, Task Order management, and processing Change Proposals.
  • Experience with system engineering processes, particularly requirements analysis and decomposition.

Responsibilities

  • Leading the process of validating program requirements to ensure they are complete, well-defined, and within the scope of the intended contract vehicle.
  • Managing the development of complete procurement packages, including acquisitions schedules, financial plans, SOWs, and evaluation criteria (Section L & M).
  • Leading the technical evaluation of contractor proposals, documenting the findings of the evaluation board, and providing data-driven recommendations to the program manager.
  • Proactively monitoring the execution of all requirements under contract, identifying potential performance issues, and recommending corrective actions.
  • Serving as the primary author for the most complex requirements documents (SOWs, PWSs) for a contract.
