About The Position

The Licensor is responsible for ensuring that licensed childcare centers and licensed family home providers meet all CCDF health and safety standards. This position conducts inspections, ongoing monitoring, complaint investigations, training verifications, and compliance follow-up for tribal and state licensed providers. The Licensor provides technical assistance to providers, prepares inspection and monitoring reports, and works closely with program staff to ensure alignment between provider compliance, documentation, and family authorizations.

Requirements

  • Associate's degree in Early Childhood, Human Services, Public Health, Education, or related field.
  • Two (2) years of experience in childcare licensing, compliance, early learning, or related field.
  • Required to pass a pre-employment drug test.
  • Required to pass a pre-employment background check.
  • Must pass initial and periodic Department of Children, Youth, and Families (DCYF) Portable Background Check (PBC).
  • Possess a current First Aid-CPR card or obtain one within 3 months of hire.
  • Required to maintain certification.
  • Possess a current Food Handler's Card or obtain one within 3 months of hire.
  • Required to maintain certification.
  • Must have a Physical Exam and TB Screening or be able to obtain one within 6 weeks of hire.
  • Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit with Defensive Driving Course certificate (to be updated every 2 years).

Responsibilities

  • Conduct initial, annual, and follow-up inspections for licensed providers.
  • Ensure providers comply with health and safety standards, emergency preparedness, staffing requirements, ratios, background checks, and facility standards.
  • Document inspection findings, develop corrective action plans, and monitor progress.
  • Respond to complaints, conduct investigations, and document findings.
  • Provide guidance to providers on compliance, classroom safety, training requirements, and improvement needs.
  • Assist providers with understanding CCDF policies, background checks, reporting requirements, and serious incident procedures.
  • Offer on-site technical assistance during and after inspections.
  • Prepare inspection reports, corrective action documents, and monitoring summaries.
  • Maintain accurate and up-to-date provider records and data system entries.
  • Enter inspection findings, monitoring results, corrective actions, and compliance determinations into the program's designated software system.
  • Track licensing deadlines, training requirements, background checks, and compliance follow-up using the program's designated tracking system.
  • Provide guidance and training to licensed providers on system functions related to licensing, inspections, corrective actions, and compliance documentation.
  • Coordinate with program staff regarding provider needs or family issues.
  • Support providers needing quality or environmental improvements.
  • Support providers in navigating attendance systems, monthly claims processes, and policy updates as they relate to compliance.
  • Work with Intake to resolve discrepancies between licensing, subsidy hours, and facility capacity.
  • Participate in program meetings, training, and community/provider events.
  • Assist in emergency closure or unsafe conditions assessments.
  • Perform other related duties as assigned.
