About The Position

The Florida Department of Children and Families is seeking a Licensing Supervisor for Child Care. This role involves overseeing the licensure and compliance of childcare facilities and homes, ensuring adherence to state standards, and providing supervision and technical assistance to staff and providers. The position plays a crucial role in protecting vulnerable children by ensuring safe and compliant childcare environments.

Requirements

  • Knowledge of Florida Statutes 402, 435, Florida Administrative Code 65C-20, 65C-22, and 65C-25.
  • Must pass fingerprint and background screening.
  • Must have valid, unrestricted Florida driver's license.
  • Must have a bachelor’s level degree or higher from an accredited college/university.
  • Ability to use a computer and knowledge of computer programs such as Excel, Microsoft, Notepad, Outlook etc.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to use a computer and follow oral and written instructions.
  • Skills of effective interviewing techniques.
  • Ability to supervise employees and manage daily work responsibilities of the unit.
  • Ability to analyze data and summarize in reports.
  • Ability to effectively partner with community agencies and entities.
  • Must possess time management, strong organizational skills, ability to maintain confidentiality, ability to multitask, and adapt to changes.
  • Ability to multi-task and take on a caseload if necessary.
  • 3+ years in the childcare industry.

Responsibilities

  • Reviews licensure studies for new and existing childcare facilities, family day care, homes, and large family childcare homes to ensure compliance with applicable child care standards.
  • Ensures compliance with required inspections within the required timeframe for childcare facilities/homes.
  • Completes timely supervisory review of inspections prior to archiving and ensures inspections are archived within ten days.
  • Ensures timely processing of all new and existing provisional and probationary licenses of facilities/homes.
  • Reviews childcare administrative reports to avoid overdue licenses.
  • Ensures staff complete required re-inspections for facilities cited as out of compliance with standards.
  • Reviews case files to ensure they contain all required documentation and are organized according to Department guidelines, including background screening training.
  • Reviews administrative reports/master lists to ensure accuracy of all data and that Counselors update caseload data timely.
  • Ensures complaint/incident reports are logged, appropriately documented in the caseload, and with appropriate follow-up.
  • Ensures appropriate enforcement action for non-compliance with standards, administrative fines, staffing with legal for serious issues including background screening, revocation of license, etc.
  • Provides ongoing supervision and direction to subordinate employees through staff meetings and individual conferences.
  • Ensures the provision of technical assistance to childcare providers and the general public through trainings, telephone contacts, written guidelines, etc.
  • Maintains a current file on policies and regulations and ensures all staff compliance.
  • Reads policies within ten days of issuance, completes special assignments, and ensures data integrity by reviewing counselors' entries into the CARES system.
  • Completes leave and attendance for self and all staff under direct supervision.
  • Investigates complaints and abuse allegations within the required timeframes.
  • Staffs cases with legal as needed and follows prescribed Administrative Actions as outlined in the Florida Administrative Code.
  • Ensures daily attendance is recorded properly and all work conducted outside of the office is recorded on the attendance log.
  • Completes timesheets within required timeframes.
  • Obtains required inspections from other Departments/Agencies (Fire and Environmental Health).
  • Responds to special assignments and other duties as assigned by supervisors.
  • Manages and supports a unit of 6 Child Care Licensing Counselors, who manage a caseload of anywhere between 100-110 cases of Child Care facilities and Homes.
