About The Position

Operating entirely on revenue from game sales, rather than tax dollars, the Virginia Lottery generates more than $2.0 million per day for Virginia's K-12 public schools. The Virginia Lottery also licenses and regulates casino gaming and mobile sports betting. The Virginia Lottery, an independent state agency, is currently seeking a Licensing Financial Investigator to join its Gaming Compliance Department.

Requirements

  • A Bachelor's degree in Finance, Accounting, or related field is required.
  • Five years of experience in financial accounting and financial statement preparation and review.
  • Extensive knowledge of financial statement preparation, analysis, and review.
  • Extensive knowledge of gaming laws and regulations of the Commonwealth and their application.
  • Excellent analytical decision-making, and problem-solving skills.
  • Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data.
  • Understanding of theory and application of financial ratios.
  • Attention to accuracy and detail.
  • Advanced financial investigative principles and techniques.
  • Ability to multi-task while conducting complex financial investigations and working collaboratively with internal Virginia Lottery staff and individuals from external entities.
  • Demonstrated ability to research, generate, analyze, and summarize data.
  • Proficient in desktop applications (such as but not limited to, Microsoft Word, Excel, Teams, and Outlook) as part of daily job responsibilities.
  • Excellent communication (oral and written) skills.
  • Demonstrated ability to work independently and as a team.
  • Ability to maintain strict confidentiality of sensitive material.
  • Knowledge of the principles, practices, and procedures of business and public administration.

Responsibilities

  • Be responsible for conducting financial investigations and accounting reviews of the financial statements and related information submitted for Sports Betting and Casino applicants, entities, key managers, and principals.
  • Ensure all required documents and information are submitted with gaming application submissions.
  • Examine, evaluate, and investigate applicants to provide assurance that applicants meet suitability requirements for initial and renewal gaming permit, license, or registration as established by law and regulations for the Commonwealth of Virginia.
  • Conduct field investigations and interviews of applicants, witnesses, and other relevant parties to determine the validity of information reported on gaming applications.
  • Thoroughly examine, analyze, and investigate financial statements, accounting records, bank statements, computer records, business records, public documents, and other relevant records.
  • Evaluate underlying investigative, financial, and analysis theories to make determinations regarding the probity, and financial suitability of gaming applicants.
  • Identify and calculate relevant financial ratios to assure applicant financial integrity and suitability.
  • Identify, evaluate, and present for management consideration current accounting, economic and financial analysis methods, and techniques for use during license application reviews.
  • Establish proficiency as an end user of the e-Licensing software application.
  • Safeguards applicant confidentiality related to handling, storage, and usage of confidential records.
  • Organizes and prioritizes assigned investigative work to meet specified due dates.
  • Prepare detailed reports, charts, graphs, and other relevant material for use in presentations to management and leadership and other authorized personnel.
  • Prepare well-written narratives containing substantive information that will become the basis for recommendations to the Board.
  • Prepare documents and accumulate evidence to support investigative findings and written recommendations.
  • Utilize available resources necessary to conduct timely investigations and analyses.
  • Performs tasks and duties assigned by superiors.
  • Complete all required training, administrative, and human resources assignments.
  • Testify at administrative hearings and court proceedings as required.
  • Keep abreast of current investigative and audit standards and maintain a working knowledge of State, Agency laws, rules, regulations, and policies governing the Gaming Program.
