About The Position

The Licensed Professional Mental Health Counselor (LPMHC) serves as a Program Manager for the Workplace Violence Prevention Program (WVPP) at WCHCS. This role involves managing daily operations of multiple programs, developing and implementing program policies and procedures, and serving as the principal counselor to several staff. The LPMHC is responsible for the oversight of administrative and programmatic resources and monitoring of outcomes, preparing reports and statistics for facility, VISN, and national leadership. The position directs administrative and clinical aspects of the WVPP across WCHCS, coordinating interdisciplinary staffing by chairing various teams and serving as the PMDB Coordinator. The incumbent implements VHA Directive 1160.08(1) VHA WVPP and associated Compliance Checklist, and is responsible for informing and writing policies, procedures, and program guidelines for the WVPP. This role coordinates inter/multidisciplinary Behavioral Threat Assessment Teams, demonstrating experience in leading diverse teams to promote the safety of beneficiaries and personnel. The Program Coordinator maintains a partnership with the national WVPP, aligning local implementation with national best practices and seeking guidance on disruptive individuals, behavior risk, and threat management. A close working relationship with community partners in public safety and organizational safety is also maintained. Supervisory duties are provided over the PMDB Coordinator and other support staff, including conducting Focused Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE). The role involves conducting hiring actions for WVPP and supporting other hiring practices, ensuring staff are trained in peer chart reviews, and providing regular clinical supervision. Guidelines and performance expectations are established and communicated, with quarterly updates provided to the Executive Leadership Team (ELT) and WVPP-related work products submitted directly to the Chief of Staff (COS) and/or Facility Director. Collaboration with the ELT, VA Police, VA Office of Inspector General, national WVPP Office, and other stakeholders is ongoing. The position manages practice and oversees committees that review incidents of patient, visitor, and employee-generated disruptive behaviors. This includes conducting and delegating behavioral threat assessments, consulting with VA Providers and staff, informing risk-relevant clinical interventions, overseeing education to staff, and providing timely responses to action items from committees. Ongoing training in evidence-based threat assessment and management is ensured. Collaboration with leadership ensures facility policies comply with The Joint Commission, Office of Inspector General, and OSHA requirements regarding workplace violence prevention training. A professional environment is maintained by following facility, VISN, and national policies, guidelines, and safety standards. Administrative duties include data collection, reports, and performance improvement projects.

  • Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP).
  • Hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
  • At least one year of progressively complex experience equivalent to the GS-12 grade level, demonstrating possession of advanced practice skills and judgment.
  • Advanced knowledge of and mastery of theories and modalities used in the specialized treatment of complex mental illness.
  • Ability to incorporate complex multiple causation in differential diagnosis and treatment of veteran patients, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice.
  • Ability to determine priority of services needed and provide specialized treatment.
  • Advanced and expert skill in a range of specialized interventions and treatment modalities for Veterans with complex needs.
  • Ability to coordinate the delivery of specialized psychosocial services and programs.
  • Ability to design system changes based on data.
  • Ability to provide subject matter consultation to colleagues and trainees on the psychosocial treatment of patients, rendering professional opinions based on experience, expertise and role modeling effective clinical skills.
  • Ability to teach, mentor staff and trainees, and provide supervision for licensure or for specialty certifications.
  • Ability to engage in written and oral communication with leadership/staff and community stakeholders regarding policies, procedures, practice guidelines, and issues pertaining to the practice of the profession.
  • Ability to make judgments and decisions associated with program management.
  • Ability to monitor program outcomes using data driven quality assurance process.
  • Ability to develop productivity standards appropriate to each service provided.
  • Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
